2021年是“十四(si)五”規劃開(kai)篇(pian)布(bu)局和(he)向第二(er)個百(bai)年奮斗(dou)目標進軍的(de)起步之年,做好(hao)全(quan)省(sheng)建(jian)筑業(ye)工(gong)作意義重大(da)。全(quan)省(sheng)建(jian)筑業(ye)工(gong)作的(de)總體思路(lu)是:以習近平新(xin)時(shi)代中(zhong)國特色社會主義思想為(wei)指(zhi)導,全(quan)面貫徹黨的(de)十九大(da)和(he)十九屆二(er)中(zhong)、三中(zhong)、四(si)中(zhong)、五中(zhong)全(quan)會精神,把握新(xin)發(fa)(fa)展(zhan)(zhan)階段,貫徹新(xin)發(fa)(fa)展(zhan)(zhan)理念,構建(jian)新(xin)發(fa)(fa)展(zhan)(zhan)格局,以深化(hua)建(jian)筑業(ye)綜(zong)合改革為(wei)主線,以推(tui)進行業(ye)轉型(xing)升(sheng)(sheng)級發(fa)(fa)展(zhan)(zhan)和(he)工(gong)程質(zhi)(zhi)量安全(quan)監管為(wei)重點,以科(ke)技創新(xin)為(wei)根(gen)(gen)本動力(li),以推(tui)動建(jian)筑業(ye)高(gao)質(zhi)(zhi)量發(fa)(fa)展(zhan)(zhan)為(wei)根(gen)(gen)本目的(de),全(quan)面提升(sheng)(sheng)建(jian)筑工(gong)程品(pin)質(zhi)(zhi),提升(sheng)(sheng)建(jian)筑市(shi)場(chang)規范(fan)化(hua)水(shui)平,加快構建(jian)新(xin)型(xing)建(jian)造方式和(he)現代管理體系相互促進的(de)新(xin)發(fa)(fa)展(zhan)(zhan)格局,以建(jian)筑業(ye)高(gao)質(zhi)(zhi)量發(fa)(fa)展(zhan)(zhan)的(de)新(xin)成效(xiao)踐行“爭當表率(lv)、爭做示范(fan)、走(zou)在前(qian)列(lie)”新(xin)使(shi)命(ming)新(xin)要求(qiu),為(wei)“十四(si)五”規劃開(kai)好(hao)局、起好(hao)步,譜寫“強富美高(gao)”新(xin)江蘇建(jian)設的(de)新(xin)篇(pian)章(zhang)作出積極貢獻。

一、 全面(mian)深化(hua)改革(ge),推(tui)動建(jian)筑(zhu)業高質量發展

1.科學謀劃(hua)我省(sheng)建筑業“十(shi)四五(wu)”發展規劃(hua)。梳理總結(jie)江蘇“十(shi)三五(wu)”期間建筑業發展經(jing)驗和(he)成(cheng)績,認真分析發展形勢和(he)面臨的(de)(de)(de)機(ji)遇挑戰,深入研究編(bian)制建筑業“十(shi)四五(wu)”發展規劃(hua),破解(jie)建筑業發展中的(de)(de)(de)難題,明(ming)確“十(shi)四五(wu)”期間的(de)(de)(de)目標和(he)任務,加(jia)快推進新(xin)型(xing)建造方(fang)式的(de)(de)(de)應用(yong),推動全省(sheng)建筑業發展實現質的(de)(de)(de)跨越(yue)。

2.大(da)力推動(dong)(dong)建(jian)(jian)(jian)造(zao)方式變革。著力探索(suo)智能(neng)建(jian)(jian)(jian)造(zao)與產(chan)業(ye)現(xian)代化協同發展的(de)路(lu)徑和方法,鼓勵建(jian)(jian)(jian)筑企(qi)業(ye)與互聯網企(qi)業(ye)、科(ke)研院所(suo)等開展合作,推動(dong)(dong)新一(yi)代信息(xi)技術在建(jian)(jian)(jian)筑產(chan)業(ye)中(zhong)的(de)應用(yong),逐步(bu)建(jian)(jian)(jian)立智能(neng)建(jian)(jian)(jian)造(zao)技術標(biao)(biao)準(zhun)體(ti)系(xi)。穩步(bu)發展裝配(pei)式建(jian)(jian)(jian)筑,對(dui)江蘇省裝配(pei)式建(jian)(jian)(jian)筑施(shi)(shi)工(gong)(gong)、監理(li)企(qi)業(ye)名(ming)錄(lu)實(shi)施(shi)(shi)動(dong)(dong)態管(guan)理(li),出(chu)臺《裝配(pei)式結(jie)(jie)構(gou)工(gong)(gong)程(cheng)(cheng)施(shi)(shi)工(gong)(gong)質(zhi)量驗收(shou)規程(cheng)(cheng)》(2021版(ban)),完善裝配(pei)式建(jian)(jian)(jian)筑工(gong)(gong)程(cheng)(cheng)質(zhi)量監督(du)體(ti)系(xi)。積極(ji)推動(dong)(dong)精益(yi)建(jian)(jian)(jian)造(zao),培養(yang)一(yi)批精益(yi)建(jian)(jian)(jian)造(zao)的(de)示(shi)范典型項目。大(da)力推行綠(lv)色(se)(se)建(jian)(jian)(jian)造(zao),指導(dao)常州市做好住(zhu)房和城鄉建(jian)(jian)(jian)設部(bu)確定(ding)的(de)綠(lv)色(se)(se)建(jian)(jian)(jian)造(zao)試點工(gong)(gong)作,結(jie)(jie)合碳(tan)達峰有關工(gong)(gong)作要求,探索(suo)建(jian)(jian)(jian)立項目全(quan)過程(cheng)(cheng)綠(lv)色(se)(se)施(shi)(shi)工(gong)(gong)動(dong)(dong)態考核評(ping)價體(ti)系(xi),修訂完善《江蘇省建(jian)(jian)(jian)筑施(shi)(shi)工(gong)(gong)安全(quan)生(sheng)產(chan)標(biao)(biao)準(zhun)化考評(ping)實(shi)施(shi)(shi)細則(試行)》,將(jiang)綠(lv)色(se)(se)施(shi)(shi)工(gong)(gong)、建(jian)(jian)(jian)筑垃圾(ji)減量化和再(zai)生(sheng)利(li)用(yong)資(zi)源化、產(chan)業(ye)化等措施(shi)(shi)納入省建(jian)(jian)(jian)筑施(shi)(shi)工(gong)(gong)標(biao)(biao)準(zhun)化星(xing)級工(gong)(gong)地管(guan)理(li)體(ti)系(xi)。

3.持續推進(jin)工程(cheng)建(jian)(jian)設項目組織實施(shi)方式改革。加快推進(jin)工程(cheng)總(zong)承包(bao),推動工程(cheng)總(zong)承包(bao)方式從試(shi)點到(dao)示范過程(cheng)轉變,開展工程(cheng)總(zong)承包(bao)項目觀摩活(huo)動,加強試(shi)點示范的(de)引領帶(dai)動作用。貫(guan)徹落實《關(guan)于推進(jin)房屋建(jian)(jian)筑(zhu)和(he)市(shi)政(zheng)基礎設施(shi)工程(cheng)實行擔保(bao)制度的(de)指導意見》,在政(zheng)府投(tou)資工程(cheng)項目中率先推行工程(cheng)擔保(bao)。

4.加快推進(jin)企(qi)業資質(zhi)管(guan)理改(gai)革。根據住(zhu)房和(he)城鄉(xiang)建設部(bu)資質(zhi)改(gai)革方(fang)案,做好我(wo)省建筑業企(qi)業資質(zhi)管(guan)理改(gai)革的宣貫落實(shi)工作,大力精簡(jian)(jian)企(qi)業資質(zhi)類別,歸并(bing)等(deng)級設置,簡(jian)(jian)化資質(zhi)標準(zhun),進(jin)一步(bu)放(fang)寬(kuan)建筑市場準(zhun)入限(xian)制,持續優化營商環境。作為試點省份承(cheng)接(jie)好資質(zhi)審批(pi)權(quan)限(xian)下放(fang)工作,進(jin)一步(bu)做好資質(zhi)審批(pi)事(shi)中事(shi)后(hou)監管(guan)。

5.深入推(tui)進(jin)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)造(zao)(zao)(zao)價(jia)市場化改(gai)革。貫徹(che)落實(shi)住房和城鄉建設部(bu)《工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)造(zao)(zao)(zao)價(jia)改(gai)革工(gong)(gong)(gong)(gong)(gong)作方(fang)案(an)》,確定我省(sheng)造(zao)(zao)(zao)價(jia)改(gai)革實(shi)施方(fang)案(an)。指(zhi)導(dao)南京市、蘇(su)州市、連云港市做好最高投(tou)標限價(jia)改(gai)革試點(dian)工(gong)(gong)(gong)(gong)(gong)作。加強工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)造(zao)(zao)(zao)價(jia)數據積累,探索建立(li)指(zhi)標指(zhi)數體系(xi)(xi)。優化計價(jia)依據體系(xi)(xi),完(wan)成建筑、裝(zhuang)飾、安(an)裝(zhuang)、市政專(zhuan)業定額和費用定額修編工(gong)(gong)(gong)(gong)(gong)作。開展工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總承包合同(tong)價(jia)格風險(xian)課題(ti)研究,制定施工(gong)(gong)(gong)(gong)(gong)過程(cheng)(cheng)(cheng)(cheng)結(jie)算(suan)實(shi)施意見和智慧(hui)工(gong)(gong)(gong)(gong)(gong)地相(xiang)關計價(jia)政策。改(gai)進(jin)材料價(jia)格信(xin)息發布(bu)工(gong)(gong)(gong)(gong)(gong)作,為綠色建材推(tui)廣(guang)提供信(xin)息服務(wu)。

二、積(ji)極開拓(tuo)市場,助力建筑行業(ye)轉型(xing)升(sheng)級

6.持續加快轉型(xing)升級步伐。著力(li)培(pei)育一批(pi)(pi)市政(zheng)公用高(gao)等級資質企業(ye)(ye);在開展城市軌道(dao)交通試(shi)點基礎(chu)上,支持一批(pi)(pi)省(sheng)內建筑業(ye)(ye)企業(ye)(ye)加快進入大型(xing)基礎(chu)設施建設領域(yu)。發揮金融支持建筑業(ye)(ye)高(gao)質量發展作用,聯手金融機構和部門(men)為建筑業(ye)(ye)企業(ye)(ye)營造良好的金融環(huan)境。

7.積極探索(suo)“走(zou)出(chu)(chu)去(qu)”新舉措。推(tui)動省(sheng)(sheng)(sheng)內(nei)建(jian)(jian)筑(zhu)(zhu)企業(ye)參與(yu)我省(sheng)(sheng)(sheng)在境外的產業(ye)園(yuan)區(qu)建(jian)(jian)設,探索(suo)“走(zou)出(chu)(chu)去(qu)”新模式。會同(tong)省(sheng)(sheng)(sheng)商務廳(ting)、省(sheng)(sheng)(sheng)建(jian)(jian)筑(zhu)(zhu)業(ye)協會共同(tong)組織大型央(yang)企與(yu)我省(sheng)(sheng)(sheng)優勢(shi)企業(ye)成立“走(zou)出(chu)(chu)去(qu)”發展(zhan)國際產業(ye)聯(lian)盟;深(shen)化與(yu)中建(jian)(jian)國際工(gong)程公司的戰(zhan)略合(he)作(zuo),共同(tong)開(kai)(kai)拓后疫情時代國際市(shi)場(chang)空(kong)(kong)間(jian)(jian)。貫徹落(luo)實(shi)《長三角區(qu)域(yu)建(jian)(jian)筑(zhu)(zhu)業(ye)一(yi)體化高(gao)質量發展(zhan)戰(zhan)略協作(zuo)框架協議》,著力構建(jian)(jian)統一(yi)開(kai)(kai)放、標準互認、互利共贏(ying)的建(jian)(jian)筑(zhu)(zhu)市(shi)場(chang)。加強與(yu)兄弟省(sheng)(sheng)(sheng)份的溝通交流和戰(zhan)略合(he)作(zuo),進一(yi)步拓展(zhan)省(sheng)(sheng)(sheng)外建(jian)(jian)筑(zhu)(zhu)市(shi)場(chang)發展(zhan)空(kong)(kong)間(jian)(jian)。

8.培育(yu)江蘇(su)建造優勢品牌。運(yun)用企業綜合(he)(he)數據(ju),與省(sheng)統計局、商務廳聯合(he)(he)開展(zhan)建筑(zhu)業“百(bai)強企業”認(ren)定活(huo)動,提升我省(sheng)建筑(zhu)業企業品牌形象;積極做好(hao)2020年度(du)我省(sheng)出省(sheng)施工(gong)先(xian)進集(ji)體和(he)先(xian)進個人表揚(yang)工(gong)作(zuo),促進省(sheng)外市(shi)場更好(hao)更快發展(zhan)。持續(xu)聚焦建筑(zhu)市(shi)場動向和(he)熱點,做好(hao)省(sheng)外建筑(zhu)市(shi)場信息整理(li)、匯(hui)總和(he)發布(bu),提高信息質量(liang)。

9.積極推(tui)進(jin)產(chan)業(ye)工人隊伍建(jian)設(she)。貫(guan)徹落實(shi)《江蘇省建(jian)筑產(chan)業(ye)工人隊伍培(pei)(pei)育(yu)試(shi)點工作方案(an)》,加強建(jian)筑產(chan)業(ye)工人隊伍培(pei)(pei)育(yu),促(cu)進(jin)建(jian)筑產(chan)業(ye)工人數量和質量有序增長;加強建(jian)筑產(chan)業(ye)工人權(quan)益(yi)維護,跟(gen)蹤指導(dao)試(shi)點企業(ye)建(jian)立科學的(de)建(jian)筑產(chan)業(ye)工人培(pei)(pei)養、評(ping)價、使用、激(ji)勵、保障等機制和措施,及(ji)時(shi)總(zong)結、宣傳、推(tui)廣(guang)試(shi)點企業(ye)的(de)先進(jin)經驗和做法。

三、夯實質(zhi)量基礎,穩步提升建筑工程(cheng)品質(zhi)

10.進一(yi)步(bu)夯實工程質(zhi)(zhi)量(liang)(liang)基礎。持續(xu)鞏固和(he)深化工程質(zhi)(zhi)量(liang)(liang)安(an)(an)全三年提(ti)升行動成果(guo),全面落實“兩書一(yi)牌”制(zhi)度,強化監督(du)(du)執(zhi)法檢查(cha),進一(yi)步(bu)壓實參(can)建各方主體責任。加強房屋市(shi)(shi)政(zheng)工程預(yu)拌混凝(ning)土質(zhi)(zhi)量(liang)(liang)監管(guan)(guan)(guan),聯合省(sheng)工業和(he)信息化廳、省(sheng)市(shi)(shi)場監督(du)(du)管(guan)(guan)(guan)理(li)局印發(fa)《關(guan)于(yu)進一(yi)步(bu)加強預(yu)拌混凝(ning)土質(zhi)(zhi)量(liang)(liang)管(guan)(guan)(guan)理(li)確(que)保工程質(zhi)(zhi)量(liang)(liang)安(an)(an)全的通知(zhi)》。完善工程質(zhi)(zhi)量(liang)(liang)投(tou)訴處理(li)機制(zhi),開展我(wo)省(sheng)房屋市(shi)(shi)政(zheng)工程施工質(zhi)(zhi)量(liang)(liang)投(tou)訴問題(ti)調查(cha)分(fen)析及處理(li)機制(zhi)課題(ti)研究。

11.突出強化建(jian)設單(dan)位工程質(zhi)(zhi)量(liang)(liang)首(shou)要(yao)責(ze)任。出臺(tai)我省(sheng)《關于落(luo)實建(jian)設單(dan)位工程質(zhi)(zhi)量(liang)(liang)首(shou)要(yao)責(ze)任的實施(shi)意(yi)見》,強化住(zhu)宅(zhai)工程質(zhi)(zhi)量(liang)(liang)保修責(ze)任落(luo)實,要(yao)求(qiu)在申請(qing)竣工驗收備案時提供質(zhi)(zhi)量(liang)(liang)保修責(ze)任承(cheng)接說(shuo)明材料。鼓勵有(you)條件的地區試行商(shang)品住(zhu)宅(zhai)預售(shou)聯合審查制度,將(jiang)住(zhu)宅(zhai)工程質(zhi)(zhi)量(liang)(liang)與預售(shou)許可掛鉤。

12.深入推動工程(cheng)質量安全手(shou)(shou)冊(ce)制度(du)。將手(shou)(shou)冊(ce)落(luo)實情況(kuang)納入省高質量發展(zhan)年度(du)績效考核指標,督促地方開(kai)展(zhan)相(xiang)關(guan)工作,指導(dao)施工、監理單(dan)位編(bian)制企(qi)(qi)業(ye)版手(shou)(shou)冊(ce)、標準化(hua)圖(tu)冊(ce)等(deng),形成完善的國家、省、企(qi)(qi)業(ye)三級手(shou)(shou)冊(ce)體系(xi)。結合(he)從業(ye)人員培(pei)訓(xun)工作,切實強化(hua)我(wo)省手(shou)(shou)冊(ce)實施細則的落(luo)地執行。

13.持續推進工(gong)程(cheng)(cheng)質量(liang)(liang)管理創(chuang)新實(shi)踐工(gong)作。繼續開展住(zhu)宅工(gong)程(cheng)(cheng)質量(liang)(liang)潛在缺陷保(bao)險(xian)試(shi)點(dian)和住(zhu)宅工(gong)程(cheng)(cheng)質量(liang)(liang)信息公示試(shi)點(dian),適(shi)時(shi)總結有(you)關經驗,推廣成(cheng)熟做法。開展區域(yu)建筑工(gong)程(cheng)(cheng)質量(liang)(liang)水(shui)平評(ping)(ping)估研究,構建能(neng)較為(wei)準確(que)反映(ying)我省不同地(di)區工(gong)程(cheng)(cheng)質量(liang)(liang)水(shui)平的(de)評(ping)(ping)價體系(xi)及其實(shi)施(shi)路徑。

14.積極發(fa)揮優(you)秀工程(cheng)的示范(fan)(fan)引(yin)領作(zuo)用(yong)。遵循公開公正(zheng)、優(you)中(zhong)選(xuan)優(you)的原則,持續規范(fan)(fan)開展省優(you)質(zhi)工程(cheng)獎“揚子(zi)杯”評選(xuan)工作(zuo),引(yin)領帶動我省工程(cheng)質(zhi)量水平(ping)的提升。深化(hua)建(jian)筑業新技(ji)術應用(yong)推廣工作(zuo),為我省城(cheng)鄉建(jian)設高質(zhi)量發(fa)展提供有力技(ji)術支(zhi)撐。

15.強化城市軌道(dao)交(jiao)通建設工程質(zhi)量安(an)全(quan)(quan)監(jian)管。組織實施全(quan)(quan)省城市軌道(dao)交(jiao)通建設工程質(zhi)量安(an)全(quan)(quan)監(jian)督檢查和年度質(zhi)量安(an)全(quan)(quan)狀態(tai)評估。開展交(jiao)流觀(guan)摩、形勢(shi)分析等活動,提(ti)升從業人員和監(jian)管人員的質(zhi)量安(an)全(quan)(quan)管理能力(li)。

16.強化工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)量(liang)(liang)監(jian)督和(he)檢測(ce)監(jian)管工(gong)(gong)(gong)作(zuo)。組織開展工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)量(liang)(liang)監(jian)督人員培訓、工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)量(liang)(liang)監(jian)督工(gong)(gong)(gong)作(zuo)巡講、業務能(neng)力(li)(li)考評和(he)崗(gang)位考核等工(gong)(gong)(gong)作(zuo),提升(sheng)監(jian)督隊伍建設(she)水平(ping)。全面實(shi)施建設(she)工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)量(liang)(liang)檢測(ce)綜合報(bao)告(gao)制(zhi)度(du)。持(chi)續加(jia)大工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)量(liang)(liang)檢測(ce)監(jian)管力(li)(li)度(du),重點加(jia)強地基(ji)基(ji)礎工(gong)(gong)(gong)程(cheng)檢測(ce)監(jian)管,指(zhi)導檢測(ce)專委會(hui)制(zhi)定實(shi)施《工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)量(liang)(liang)檢測(ce)信(xin)用評價標(biao)準》。制(zhi)定發布(bu)《江蘇省(sheng)建設(she)工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)量(liang)(liang)檢測(ce)管理年度(du)報(bao)告(gao)(2020)》。組織開展全省(sheng)檢測(ce)技能(neng)競賽活動,開展多層次檢測(ce)能(neng)力(li)(li)驗(yan)證工(gong)(gong)(gong)作(zuo),助(zhu)力(li)(li)我(wo)省(sheng)工(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)量(liang)(liang)和(he)品質(zhi)(zhi)(zhi)提升(sheng)。

四、規范市(shi)場秩序,完善建筑市(shi)場監管機制

17.著力規(gui)范(fan)全(quan)省(sheng)(sheng)工程(cheng)(cheng)招(zhao)(zhao)標(biao)投(tou)(tou)標(biao)市(shi)場。對我省(sheng)(sheng)深化房屋(wu)建筑(zhu)和市(shi)政基礎設施工程(cheng)(cheng)招(zhao)(zhao)標(biao)投(tou)(tou)標(biao)改革意見(jian)(jian)的文件落實情(qing)況進(jin)行調研(yan)(yan),開(kai)展(zhan)江蘇省(sheng)(sheng)房屋(wu)建筑(zhu)和市(shi)政基礎設施工程(cheng)(cheng)招(zhao)(zhao)標(biao)投(tou)(tou)標(biao)規(gui)范(fan)實施及創(chuang)新監(jian)管課題研(yan)(yan)究(jiu)。完(wan)善出臺(tai)(tai)相關政策規(gui)定,組織制定《全(quan)過(guo)程(cheng)(cheng)工程(cheng)(cheng)咨詢招(zhao)(zhao)投(tou)(tou)標(biao)導則(ze)》,修訂《評定分離(li)導則(ze)》。認真做好(hao)招(zhao)(zhao)投(tou)(tou)標(biao)項(xiang)目(mu)監(jian)管工作,抓好(hao)省(sheng)(sheng)級項(xiang)目(mu)日常(chang)監(jian)管,研(yan)(yan)究(jiu)出臺(tai)(tai)省(sheng)(sheng)集中建設項(xiang)目(mu)限額以下的招(zhao)(zhao)投(tou)(tou)標(biao)管理辦法。推進(jin)招(zhao)(zhao)投(tou)(tou)標(biao)代(dai)理機(ji)構信用評價工作,研(yan)(yan)究(jiu)出臺(tai)(tai)江蘇省(sheng)(sheng)招(zhao)(zhao)投(tou)(tou)標(biao)代(dai)理機(ji)構信用評價指導意見(jian)(jian)。提升招(zhao)(zhao)投(tou)(tou)標(biao)從(cong)業人員(yuan)能力素質(zhi),繼續抓好(hao)代(dai)理機(ji)構從(cong)業人員(yuan)知識考試(shi),聯合開(kai)發招(zhao)(zhao)投(tou)(tou)標(biao)業務學習APP。

18.扎實推(tui)進(jin)建(jian)筑(zhu)(zhu)工(gong)(gong)人(ren)實名(ming)制管(guan)理(li)(li)(li)。進(jin)一步(bu)貫徹(che)執行《保(bao)障(zhang)農(nong)民工(gong)(gong)工(gong)(gong)資支(zhi)付(fu)條例》《江蘇省建(jian)筑(zhu)(zhu)工(gong)(gong)人(ren)實名(ming)制管(guan)理(li)(li)(li)和工(gong)(gong)資支(zhi)付(fu)保(bao)障(zhang)實施(shi)辦法(fa)(試行)》規(gui)定和要求,印發關(guan)于進(jin)一步(bu)做好(hao)建(jian)筑(zhu)(zhu)工(gong)(gong)人(ren)實名(ming)制管(guan)理(li)(li)(li)有關(guan)事項的通知,堅持源(yuan)頭(tou)治(zhi)理(li)(li)(li)、綜合治(zhi)理(li)(li)(li)、聯合治(zhi)理(li)(li)(li),不(bu)斷(duan)完善建(jian)筑(zhu)(zhu)工(gong)(gong)人(ren)實名(ming)制管(guan)理(li)(li)(li)平臺建(jian)設,健全預警機制,加大懲戒力度,推(tui)進(jin)根治(zhi)欠薪工(gong)(gong)作有效落實。

19.持(chi)續做好(hao)施(shi)工(gong)(gong)(gong)許可(ke)管(guan)理(li)工(gong)(gong)(gong)作(zuo)。調整我省房(fang)屋建筑和市政基(ji)礎(chu)設施(shi)工(gong)(gong)(gong)程施(shi)工(gong)(gong)(gong)許可(ke)證(zheng)辦(ban)理(li)限額,進一步優化營商環境。按照(zhao)住房(fang)和城鄉(xiang)建設部新標準要求全(quan)面推行建筑工(gong)(gong)(gong)程施(shi)工(gong)(gong)(gong)許可(ke)證(zheng)電(dian)子證(zheng)照(zhao),加強對(dui)我省行政區域內(nei)施(shi)工(gong)(gong)(gong)許可(ke)電(dian)子證(zheng)照(zhao)業務(wu)的(de)監(jian)督指導,明確(que)實(shi)施(shi)主體,細化實(shi)施(shi)步驟,確(que)保施(shi)工(gong)(gong)(gong)許可(ke)電(dian)子證(zheng)照(zhao)業務(wu)的(de)有(you)序開展和規范(fan)化管(guan)理(li)。

20.全(quan)面強化建(jian)設(she)工(gong)(gong)(gong)程(cheng)(cheng)監理(li)(li)(li)(li)管理(li)(li)(li)(li)。加強工(gong)(gong)(gong)程(cheng)(cheng)監理(li)(li)(li)(li)工(gong)(gong)(gong)作的規范化管理(li)(li)(li)(li),制定《關于進(jin)一(yi)步推動(dong)我省(sheng)工(gong)(gong)(gong)程(cheng)(cheng)監理(li)(li)(li)(li)行(xing)業(ye)(ye)健康發展(zhan)(zhan)若干意見》,研究修訂《江蘇省(sheng)項(xiang)目監理(li)(li)(li)(li)機構工(gong)(gong)(gong)作評價標準》。開(kai)展(zhan)(zhan)工(gong)(gong)(gong)程(cheng)(cheng)監理(li)(li)(li)(li)行(xing)業(ye)(ye)信(xin)用管理(li)(li)(li)(li)研究,推進(jin)信(xin)用體系(xi)建(jian)設(she),促(cu)進(jin)工(gong)(gong)(gong)程(cheng)(cheng)監理(li)(li)(li)(li)信(xin)用管理(li)(li)(li)(li)與行(xing)業(ye)(ye)管理(li)(li)(li)(li)有機結合。推進(jin)工(gong)(gong)(gong)程(cheng)(cheng)監理(li)(li)(li)(li)企業(ye)(ye)開(kai)展(zhan)(zhan)全(quan)過(guo)程(cheng)(cheng)工(gong)(gong)(gong)程(cheng)(cheng)咨詢服務,加快工(gong)(gong)(gong)程(cheng)(cheng)監理(li)(li)(li)(li)行(xing)業(ye)(ye)轉型升級。繼續(xu)指(zhi)導(dao)蘇州工(gong)(gong)(gong)業(ye)(ye)園區(qu)開(kai)展(zhan)(zhan)政府購(gou)買(mai)監理(li)(li)(li)(li)巡查服務試(shi)點(dian)工(gong)(gong)(gong)作,總結試(shi)點(dian)經驗做法,促(cu)進(jin)工(gong)(gong)(gong)程(cheng)(cheng)監理(li)(li)(li)(li)行(xing)業(ye)(ye)持續(xu)健康發展(zhan)(zhan)。

21.完善建(jian)(jian)筑(zhu)(zhu)市(shi)場(chang)(chang)監管信(xin)息(xi)化建(jian)(jian)設。全面整合一體化平(ping)臺(tai)、建(jian)(jian)筑(zhu)(zhu)工人(ren)實(shi)名制(zhi)管理平(ping)臺(tai)等(deng)監管系(xi)統(tong),實(shi)現數(shu)據交換和(he)(he)互(hu)通共享,不斷提高(gao)建(jian)(jian)筑(zhu)(zhu)市(shi)場(chang)(chang)監管的(de)信(xin)息(xi)化水平(ping)。加大建(jian)(jian)筑(zhu)(zhu)市(shi)場(chang)(chang)違(wei)法違(wei)規行為(wei)查(cha)(cha)處力度,依(yi)托全省建(jian)(jian)筑(zhu)(zhu)市(shi)場(chang)(chang)檢查(cha)(cha)專家(jia)庫開展(zhan)好以“雙隨機、一公開”為(wei)主(zhu)要手段(duan)的(de)建(jian)(jian)筑(zhu)(zhu)市(shi)場(chang)(chang)檢查(cha)(cha)工作。強化實(shi)名制(zhi)管理平(ping)臺(tai)在項目現場(chang)(chang)人(ren)員(yuan)監管中(zhong)的(de)運用,推(tui)動(dong)建(jian)(jian)筑(zhu)(zhu)市(shi)場(chang)(chang)檢查(cha)(cha)和(he)(he)行業(ye)監管水平(ping)向專業(ye)化、綜合性方向發展(zhan)。

五、強化安全監(jian)管,健(jian)全工程安全管理體系

22.深(shen)(shen)入開展(zhan)建(jian)(jian)(jian)筑(zhu)施(shi)工(gong)安全(quan)生產專(zhuan)(zhuan)項整治。進一步(bu)推動落實(shi)參建(jian)(jian)(jian)各(ge)方主(zhu)體責(ze)任和政府監(jian)管(guan)責(ze)任,強化深(shen)(shen)基坑、高支模等危險(xian)性較大的(de)分部分項工(gong)程(cheng)安全(quan)管(guan)控;突出城市(shi)(shi)(shi)軌道(dao)交通工(gong)程(cheng)施(shi)工(gong)安全(quan)隱(yin)患(huan)(huan)排查治理(li),加強關鍵節點施(shi)工(gong)前安全(quan)條件核查和高風險(xian)工(gong)程(cheng)項目(mu)的(de)專(zhuan)(zhuan)項勘察、設(she)計、施(shi)工(gong)管(guan)理(li);研究出臺《建(jian)(jian)(jian)筑(zhu)施(shi)工(gong)安全(quan)生產隱(yin)患(huan)(huan)排查治理(li)手冊》,遏制(zhi)高處(chu)墜落和“三違”現象發生;建(jian)(jian)(jian)立(li)質量(liang)安全(quan)和建(jian)(jian)(jian)筑(zhu)市(shi)(shi)(shi)場雙(shuang)查聯動機(ji)制(zhi),對發生事故的(de)項目(mu),同時(shi)啟動承(cheng)發包行為的(de)檢查,對發現存在建(jian)(jian)(jian)筑(zhu)市(shi)(shi)(shi)場違法違規等行為的(de)市(shi)(shi)(shi)場主(zhu)體一律給予相應處(chu)罰。

23.推(tui)進智(zhi)(zhi)(zhi)(zhi)慧(hui)工(gong)(gong)地(di)(di)建(jian)設(she)和(he)安(an)(an)全監管信(xin)(xin)息(xi)(xi)(xi)化(hua)。完善“江蘇省(sheng)建(jian)筑(zhu)(zhu)(zhu)施工(gong)(gong)安(an)(an)全管理系統(tong)”,推(tui)進安(an)(an)全監督機構運用(yong)信(xin)(xin)息(xi)(xi)(xi)化(hua)方式提高監管效能,推(tui)動在(zai)建(jian)工(gong)(gong)程(cheng)(cheng)項目(mu)統(tong)一(yi)納入信(xin)(xin)息(xi)(xi)(xi)化(hua)監管,利用(yong)信(xin)(xin)息(xi)(xi)(xi)化(hua)手段開展(zhan)安(an)(an)全生產標(biao)(biao)準(zhun)化(hua)考評,逐步實現對所有建(jian)筑(zhu)(zhu)(zhu)施工(gong)(gong)企業(ye)和(he)在(zai)建(jian)項目(mu)考評工(gong)(gong)作的全覆(fu)蓋。大(da)力推(tui)動智(zhi)(zhi)(zhi)(zhi)慧(hui)工(gong)(gong)地(di)(di)建(jian)設(she),做好省(sheng)建(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)程(cheng)(cheng)綠(lv)(lv)色智(zhi)(zhi)(zhi)(zhi)慧(hui)工(gong)(gong)地(di)(di)示(shi)范片區建(jian)設(she)指導工(gong)(gong)作,發布(bu)《江蘇省(sheng)建(jian)設(she)工(gong)(gong)程(cheng)(cheng)智(zhi)(zhi)(zhi)(zhi)慧(hui)安(an)(an)監技術標(biao)(biao)準(zhun)》,力爭在(zai)2021年底前實現規模(mo)以上新建(jian)政府投資工(gong)(gong)程(cheng)(cheng)項目(mu)智(zhi)(zhi)(zhi)(zhi)慧(hui)工(gong)(gong)地(di)(di)信(xin)(xin)息(xi)(xi)(xi)平臺全覆(fu)蓋。繼續開展(zhan)建(jian)筑(zhu)(zhu)(zhu)施工(gong)(gong)安(an)(an)全生產和(he)綠(lv)(lv)色智(zhi)(zhi)(zhi)(zhi)慧(hui)工(gong)(gong)地(di)(di)“云觀摩”活(huo)動,進一(yi)步發揮典型示(shi)范引領作用(yong)。

24.提(ti)升施工(gong)(gong)(gong)現(xian)場安全文明(ming)施工(gong)(gong)(gong)水(shui)平(ping)。深化(hua)(hua)(hua)(hua)揚塵(chen)(chen)治理工(gong)(gong)(gong)作(zuo)(zuo),持續推進(jin)工(gong)(gong)(gong)地(di)揚塵(chen)(chen)管控差別化(hua)(hua)(hua)(hua)管理,強(qiang)化(hua)(hua)(hua)(hua)監督檢查和(he)聯(lian)合懲戒措施,將建筑(zhu)工(gong)(gong)(gong)地(di)揚塵(chen)(chen)治理作(zuo)(zuo)為智慧工(gong)(gong)(gong)地(di)建設的重要組成部分,進(jin)一步(bu)提(ti)升工(gong)(gong)(gong)地(di)揚塵(chen)(chen)治理科技(ji)化(hua)(hua)(hua)(hua)、信(xin)息化(hua)(hua)(hua)(hua)水(shui)平(ping)。做好省級建筑(zhu)施工(gong)(gong)(gong)標準(zhun)化(hua)(hua)(hua)(hua)星(xing)級工(gong)(gong)(gong)地(di)申報及(ji)評選(xuan)工(gong)(gong)(gong)作(zuo)(zuo),發揮標化(hua)(hua)(hua)(hua)工(gong)(gong)(gong)地(di)示范引領(ling)作(zuo)(zuo)用(yong),提(ti)升施工(gong)(gong)(gong)現(xian)場標準(zhun)化(hua)(hua)(hua)(hua)、規范化(hua)(hua)(hua)(hua)水(shui)平(ping)。

25.強化建(jian)(jian)筑(zhu)起(qi)(qi)重機械(xie)(xie)安(an)(an)全(quan)信(xin)用(yong)(yong)管理(li)。完善建(jian)(jian)筑(zhu)起(qi)(qi)重機械(xie)(xie)安(an)(an)全(quan)信(xin)用(yong)(yong)管理(li)責(ze)任體(ti)系,制定包括起(qi)(qi)重機械(xie)(xie)設備(bei)(bei)租(zu)(zu)賃(lin)、安(an)(an)拆(一(yi)體(ti)化)、檢測等多(duo)方責(ze)任主體(ti)的《江蘇(su)省建(jian)(jian)筑(zhu)起(qi)(qi)重機械(xie)(xie)施(shi)工(gong)企(qi)業(ye)信(xin)用(yong)(yong)評價試行辦法》。運用(yong)(yong)信(xin)用(yong)(yong)方法鼓勵企(qi)業(ye)加強設備(bei)(bei)管理(li)和檢驗檢測行為(wei),推動建(jian)(jian)立(li)建(jian)(jian)筑(zhu)起(qi)(qi)重機械(xie)(xie)租(zu)(zu)賃(lin)、安(an)(an)裝、拆卸、維修保養一(yi)體(ti)化管理(li)模式(shi),強化建(jian)(jian)筑(zhu)起(qi)(qi)重機械(xie)(xie)全(quan)生(sheng)命(ming)周期管理(li),解決租(zu)(zu)賃(lin)企(qi)業(ye)小零(ling)散(san)、以租(zu)(zu)代(dai)管、維護保養不到位等問(wen)題。

26.切實強(qiang)化安(an)(an)(an)(an)全(quan)(quan)監(jian)督(du)工作。修訂(ding)《江(jiang)(jiang)蘇省(sheng)建(jian)設(she)(she)工程安(an)(an)(an)(an)全(quan)(quan)監(jian)督(du)機構及人員(yuan)考核(he)管(guan)(guan)理辦法》。組建(jian)省(sheng)級建(jian)筑(zhu)施(shi)(shi)工安(an)(an)(an)(an)全(quan)(quan)生產講師團(tuan),定期開展全(quan)(quan)省(sheng)安(an)(an)(an)(an)監(jian)人員(yuan)業務培(pei)訓和(he)現場觀摩,持續提高(gao)一(yi)線安(an)(an)(an)(an)監(jian)人員(yuan)業務水(shui)平(ping)和(he)監(jian)管(guan)(guan)能力。完(wan)(wan)成《房屋建(jian)筑(zhu)工程施(shi)(shi)工安(an)(an)(an)(an)全(quan)(quan)通(tong)病與防治》課題研究。出臺《江(jiang)(jiang)蘇省(sheng)房屋建(jian)筑(zhu)和(he)市政(zheng)(zheng)基礎(chu)(chu)設(she)(she)施(shi)(shi)工程施(shi)(shi)工安(an)(an)(an)(an)全(quan)(quan)監(jian)督(du)工作指南》,配套修訂(ding)《江(jiang)(jiang)蘇省(sheng)房屋建(jian)筑(zhu)和(he)市政(zheng)(zheng)基礎(chu)(chu)設(she)(she)施(shi)(shi)工程安(an)(an)(an)(an)全(quan)(quan)監(jian)督(du)格(ge)式文書》。持續加強(qiang)“省(sheng)建(jian)筑(zhu)施(shi)(shi)工安(an)(an)(an)(an)全(quan)(quan)管(guan)(guan)理系統(tong)”建(jian)設(she)(she),進一(yi)步完(wan)(wan)善統(tong)計上報等使用功能。

六、提升工(gong)作效能,全面優化消防審驗管(guan)理

27.不斷(duan)健全消(xiao)(xiao)防(fang)審驗(yan)管(guan)理機制(zhi)。貫徹落實《建設(she)(she)工(gong)程(cheng)消(xiao)(xiao)防(fang)設(she)(she)計審查驗(yan)收管(guan)理暫行(xing)規(gui)定》及(ji)工(gong)作(zuo)細(xi)則,修訂完善我省(sheng)工(gong)作(zuo)指南;建立技術服務(wu)機構管(guan)理機制(zhi),健全信用評(ping)價體系,規(gui)范從業行(xing)為;推進建設(she)(she)工(gong)程(cheng)消(xiao)(xiao)防(fang)審驗(yan)行(xing)政執法規(gui)范化建設(she)(she),指導各地提升消(xiao)(xiao)防(fang)審驗(yan)質(zhi)量,加大對(dui)違法行(xing)為的查處和(he)曝光(guang)力(li)度。

28.探(tan)索創新消防審(shen)(shen)(shen)(shen)(shen)驗(yan)(yan)管(guan)理(li)模(mo)式。落實工(gong)(gong)(gong)(gong)程(cheng)建(jian)設項目審(shen)(shen)(shen)(shen)(shen)批制度改(gai)革、優化營商環境(jing)要求,加快推(tui)進聯合(he)審(shen)(shen)(shen)(shen)(shen)圖、聯合(he)驗(yan)(yan)收;指(zhi)導各地在城市更新、專(zhuan)業(ye)建(jian)設工(gong)(gong)(gong)(gong)程(cheng)、“清單制+告知承諾制”等方面(mian)開展消防審(shen)(shen)(shen)(shen)(shen)驗(yan)(yan)管(guan)理(li)試點;總(zong)結推(tui)廣(guang)南京市既有建(jian)筑裝修改(gai)造消防審(shen)(shen)(shen)(shen)(shen)驗(yan)(yan)管(guan)理(li)經驗(yan)(yan),深化歷史(shi)文化街區活化利用消防審(shen)(shen)(shen)(shen)(shen)驗(yan)(yan)管(guan)理(li)機制研究和試點工(gong)(gong)(gong)(gong)作(zuo);會同行業(ye)主(zhu)管(guan)部門探(tan)索建(jian)立公(gong)路(lu)工(gong)(gong)(gong)(gong)程(cheng)、鐵(tie)路(lu)工(gong)(gong)(gong)(gong)程(cheng)消防審(shen)(shen)(shen)(shen)(shen)驗(yan)(yan)協作(zuo)機制,指(zhi)導各地做好跨行政(zheng)區域建(jian)設工(gong)(gong)(gong)(gong)程(cheng)的消防審(shen)(shen)(shen)(shen)(shen)驗(yan)(yan)管(guan)理(li)。

29.完善(shan)建(jian)設(she)工(gong)程(cheng)(cheng)消防技(ji)術標(biao)(biao)準(zhun)體系(xi)。加(jia)快江蘇(su)省(sheng)建(jian)設(she)工(gong)程(cheng)(cheng)消防技(ji)術標(biao)(biao)準(zhun)體系(xi)研(yan)究(jiu)和建(jian)設(she),推進(jin)《江蘇(su)省(sheng)城市軌(gui)道交通車輛(liang)段(場)上(shang)蓋利用工(gong)程(cheng)(cheng)建(jian)筑防火設(she)計標(biao)(biao)準(zhun)》等(deng)地方標(biao)(biao)準(zhun)編制;開展《江蘇(su)省(sheng)建(jian)設(she)工(gong)程(cheng)(cheng)消防施工(gong)質量(liang)驗收(shou)標(biao)(biao)準(zhun)》研(yan)究(jiu),規范建(jian)設(she)工(gong)程(cheng)(cheng)消防查驗行為(wei);研(yan)究(jiu)制定高(gao)層民(min)用建(jian)筑消防驗收(shou)技(ji)術要點,推進(jin)消防驗收(shou)標(biao)(biao)準(zhun)化和分級分類管理(li)。

30.提升消(xiao)防(fang)(fang)審(shen)驗(yan)技(ji)術水平和(he)信息化水平。加強(qiang)省(sheng)級(ji)建(jian)(jian)(jian)設(she)工(gong)程(cheng)消(xiao)防(fang)(fang)技(ji)術專(zhuan)(zhuan)家(jia)(jia)庫建(jian)(jian)(jian)設(she),完善專(zhuan)(zhuan)家(jia)(jia)工(gong)作評估(gu)和(he)動態(tai)管(guan)理機制,組織開展(zhan)第三批省(sheng)級(ji)專(zhuan)(zhuan)家(jia)(jia)庫專(zhuan)(zhuan)家(jia)(jia)征集工(gong)作;組建(jian)(jian)(jian)省(sheng)級(ji)講師團,持續抓好消(xiao)防(fang)(fang)審(shen)驗(yan)人員能(neng)力建(jian)(jian)(jian)設(she)和(he)職業培訓;繼續做好“江(jiang)蘇省(sheng)建(jian)(jian)(jian)設(she)工(gong)程(cheng)消(xiao)防(fang)(fang)設(she)計(ji)審(shen)查驗(yan)收管(guan)理系統”建(jian)(jian)(jian)設(she)、應用(yong)和(he)推廣,努力實現(xian)建(jian)(jian)(jian)設(she)工(gong)程(cheng)消(xiao)防(fang)(fang)審(shen)驗(yan)“一(yi)網(wang)通辦”和(he)全過程(cheng)網(wang)上辦理
