《關于(yu)推進房(fang)屋建(jian)筑和市政基礎設施項目工(gong)程(cheng)總(zong)承包發(fa)展的實(shi)施意見》已經2020年6月10日省住(zhu)房(fang)城(cheng)鄉建(jian)設廳常(chang)務(wu)會(hui)議審議通過(guo),經商省發(fa)展改革委,現予印發(fa)。意見自2020年8月23日施行(xing),請各地(di)認真(zhen)落(luo)實(shi)。

關于推(tui)進房屋建筑和市政基礎(chu)設施項(xiang)目工程總承包(bao)發(fa)展(zhan)的實施意見(jian)

為進一(yi)步提(ti)升我省(sheng)建(jian)(jian)(jian)(jian)(jian)設(she)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)質量、提(ti)高工(gong)(gong)(gong)程(cheng)(cheng)(cheng)管(guan)理效率(lv)和水平,增強建(jian)(jian)(jian)(jian)(jian)筑業(ye)(ye)企業(ye)(ye)綜合實力和核心(xin)競(jing)爭力,加快(kuai)我省(sheng)建(jian)(jian)(jian)(jian)(jian)筑業(ye)(ye)轉型升級,根據國務院辦公(gong)廳《關于促進建(jian)(jian)(jian)(jian)(jian)筑業(ye)(ye)持續健康發(fa)展的意見》(國辦發(fa)〔2017〕19號(hao)(hao))、《省(sheng)政府(fu)關于促進建(jian)(jian)(jian)(jian)(jian)筑業(ye)(ye)改革(ge)發(fa)展的意見》(蘇政發(fa)〔2017〕151號(hao)(hao))精神和住房(fang)(fang)(fang)城(cheng)鄉建(jian)(jian)(jian)(jian)(jian)設(she)部《關于進一(yi)步推進工(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)包發(fa)展的若干意見》(建(jian)(jian)(jian)(jian)(jian)市(shi)(shi)〔2016〕93號(hao)(hao))要求(qiu),現就認真貫徹落實住房(fang)(fang)(fang)城(cheng)鄉建(jian)(jian)(jian)(jian)(jian)設(she)部、國家(jia)發(fa)展改革(ge)委《關于印發(fa)房(fang)(fang)(fang)屋(wu)建(jian)(jian)(jian)(jian)(jian)筑和市(shi)(shi)政基礎設(she)施(shi)(shi)項目工(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)包管(guan)理辦法的通知》(建(jian)(jian)(jian)(jian)(jian)市(shi)(shi)規〔2019〕12號(hao)(hao),以下簡稱(cheng)《通知》),積極推動(dong)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)建(jian)(jian)(jian)(jian)(jian)設(she)組織方式改革(ge),推進我省(sheng)房(fang)(fang)(fang)屋(wu)建(jian)(jian)(jian)(jian)(jian)筑和市(shi)(shi)政基礎設(she)施(shi)(shi)項目工(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)包發(fa)展提(ti)出如下實施(shi)(shi)意見。

一、明(ming)確基本原則和(he)工(gong)(gong)作(zuo)目(mu)標。按照國(guo)資(zi)(zi)先行、穩(wen)步推(tui)進原則,在建(jian)設內容(rong)明(ming)確、技術(shu)方(fang)案成(cheng)熟(shu)的前提下,政(zheng)(zheng)府投資(zi)(zi)項(xiang)目(mu)、國(guo)有(you)資(zi)(zi)金(jin)占控股或(huo)者(zhe)主(zhu)導(dao)地(di)位的項(xiang)目(mu)率先推(tui)行工(gong)(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)承(cheng)(cheng)包(bao)(bao)方(fang)式(shi)。實(shi)行集中建(jian)設的政(zheng)(zheng)府投資(zi)(zi)項(xiang)目(mu)應當(dang)積極推(tui)行工(gong)(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)承(cheng)(cheng)包(bao)(bao)方(fang)式(shi),裝配式(shi)建(jian)筑原則上(shang)采用工(gong)(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)承(cheng)(cheng)包(bao)(bao)方(fang)式(shi),鼓(gu)勵(li)社會資(zi)(zi)本投資(zi)(zi)項(xiang)目(mu)、政(zheng)(zheng)府和(he)社會資(zi)(zi)本合作(zuo)(PPP)項(xiang)目(mu)采用工(gong)(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)承(cheng)(cheng)包(bao)(bao)方(fang)式(shi)。建(jian)設單位在選(xuan)擇工(gong)(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)承(cheng)(cheng)包(bao)(bao)方(fang)式(shi)的同時可以委(wei)托全(quan)過程(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)咨詢服(fu)務(wu)。各地(di)每(mei)年(nian)要明(ming)確不少于20%的國(guo)有(you)資(zi)(zi)金(jin)投資(zi)(zi)占主(zhu)導(dao)的項(xiang)目(mu)實(shi)施工(gong)(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)承(cheng)(cheng)包(bao)(bao)。至2025年(nian),政(zheng)(zheng)府投資(zi)(zi)裝配式(shi)建(jian)筑項(xiang)目(mu)全(quan)部采用工(gong)(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)承(cheng)(cheng)包(bao)(bao)方(fang)式(shi),全(quan)省培(pei)育(yu)發展200家以上(shang)具有(you)工(gong)(gong)程(cheng)(cheng)總(zong)(zong)(zong)(zong)承(cheng)(cheng)包(bao)(bao)能力的單位。

二、發(fa)(fa)揮(hui)示范(fan)引領作用(yong)(yong)。以政(zheng)府投資項(xiang)(xiang)目(mu)作為(wei)突破口,從政(zheng)府投資項(xiang)(xiang)目(mu)開(kai)(kai)(kai)始組織試(shi)(shi)點,開(kai)(kai)(kai)展多(duo)形式多(duo)層面的試(shi)(shi)點示范(fan)工(gong)作,鼓(gu)勵和(he)(he)指(zhi)導企業積極(ji)探索,大膽(dan)嘗試(shi)(shi),不斷提(ti)升工(gong)程(cheng)建(jian)(jian)設(she)質(zhi)量、效益和(he)(he)管理水平。充分發(fa)(fa)揮(hui)全(quan)省現有(you)工(gong)程(cheng)總(zong)承(cheng)包(bao)試(shi)(shi)點單(dan)位和(he)(he)試(shi)(shi)點項(xiang)(xiang)目(mu)引領作用(yong)(yong),探索開(kai)(kai)(kai)展信用(yong)(yong)評(ping)(ping)價(jia)工(gong)作,實施動態跟蹤管理,對工(gong)程(cheng)總(zong)承(cheng)包(bao)示范(fan)項(xiang)(xiang)目(mu)的參與(yu)單(dan)位和(he)(he)項(xiang)(xiang)目(mu)在評(ping)(ping)優評(ping)(ping)獎(jiang)中(zhong)予以優先支持,推動工(gong)程(cheng)總(zong)承(cheng)包(bao)方(fang)式從試(shi)(shi)點到(dao)示范(fan)過程(cheng)轉變(bian)。建(jian)(jian)立江(jiang)蘇(su)省工(gong)程(cheng)總(zong)承(cheng)包(bao)單(dan)位和(he)(he)項(xiang)(xiang)目(mu)信息庫(ku)。在全(quan)省政(zheng)府投資工(gong)程(cheng)集(ji)中(zhong)建(jian)(jian)設(she)中(zhong)開(kai)(kai)(kai)展工(gong)程(cheng)總(zong)承(cheng)包(bao)項(xiang)(xiang)目(mu)觀摩(mo)活(huo)動。

三(san)、培(pei)育工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)包(bao)(bao)單(dan)(dan)(dan)位(wei)(wei)。工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)包(bao)(bao)單(dan)(dan)(dan)位(wei)(wei)應當同(tong)時具(ju)有(you)(you)與工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)規模相適(shi)應的(de)(de)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)設(she)(she)計資質(zhi)(zhi)(zhi)和施(shi)工(gong)(gong)(gong)資質(zhi)(zhi)(zhi),或(huo)者由具(ju)有(you)(you)相應資質(zhi)(zhi)(zhi)的(de)(de)設(she)(she)計單(dan)(dan)(dan)位(wei)(wei)和施(shi)工(gong)(gong)(gong)單(dan)(dan)(dan)位(wei)(wei)組成(cheng)聯合體。鼓勵設(she)(she)計單(dan)(dan)(dan)位(wei)(wei)申(shen)請(qing)(qing)(qing)取(qu)得(de)(de)施(shi)工(gong)(gong)(gong)資質(zhi)(zhi)(zhi),施(shi)工(gong)(gong)(gong)單(dan)(dan)(dan)位(wei)(wei)申(shen)請(qing)(qing)(qing)取(qu)得(de)(de)設(she)(she)計資質(zhi)(zhi)(zhi)。企業(ye)按照法律法規要(yao)求申(shen)請(qing)(qing)(qing)相應資質(zhi)(zhi)(zhi),各地(di)(di)在(zai)市場準入和人(ren)員從業(ye)條(tiao)件上不得(de)(de)增設(she)(she)門(men)檻和條(tiao)件。支持各地(di)(di)將已經承(cheng)(cheng)擔(dan)了工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)包(bao)(bao)任(ren)務且綜合實(shi)力較強、合同(tong)履約(yue)情況(kuang)良(liang)好、質(zhi)(zhi)(zhi)量(liang)安全(quan)水(shui)平較高的(de)(de)單(dan)(dan)(dan)位(wei)(wei)培(pei)育成(cheng)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)包(bao)(bao)骨干單(dan)(dan)(dan)位(wei)(wei)。指導符(fu)合條(tiao)件的(de)(de)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)包(bao)(bao)單(dan)(dan)(dan)位(wei)(wei)在(zai)全(quan)國建筑市場監管(guan)公共服務平臺(tai)及(ji)時完善(shan)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)包(bao)(bao)業(ye)績信息。

四(si)、培(pei)養(yang)(yang)工(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)承包管理人(ren)(ren)(ren)才 。鼓勵(li)企(qi)(qi)業采取(qu)多(duo)(duo)種機制促進項目管理、設(she)(she)計(ji)(ji)(ji)和(he)施(shi)工(gong)(gong)骨(gu)干人(ren)(ren)(ren)才培(pei)養(yang)(yang),支持企(qi)(qi)業多(duo)(duo)渠道創(chuang)新人(ren)(ren)(ren)才培(pei)養(yang)(yang)模式(shi)。鼓勵(li)高(gao)等院(yuan)校、職業院(yuan)校設(she)(she)置工(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)承包相關課程(cheng)(cheng)(cheng),推(tui)動開展校企(qi)(qi)合作,培(pei)養(yang)(yang)一批懂設(she)(she)計(ji)(ji)(ji)、通施(shi)工(gong)(gong)、會管理的復合型(xing)人(ren)(ren)(ren)才。加快(kuai)培(pei)養(yang)(yang)工(gong)(gong)程(cheng)(cheng)(cheng)總(zong)(zong)承包項目經(jing)理人(ren)(ren)(ren)才。鼓勵(li)施(shi)工(gong)(gong)單位引(yin)(yin)進設(she)(she)計(ji)(ji)(ji)人(ren)(ren)(ren)才、工(gong)(gong)程(cheng)(cheng)(cheng)咨詢人(ren)(ren)(ren)才,增強施(shi)工(gong)(gong)單位的設(she)(she)計(ji)(ji)(ji)能力(li)和(he)工(gong)(gong)程(cheng)(cheng)(cheng)咨詢能力(li)。鼓勵(li)設(she)(she)計(ji)(ji)(ji)單位引(yin)(yin)進施(shi)工(gong)(gong)管理人(ren)(ren)(ren)才、工(gong)(gong)程(cheng)(cheng)(cheng)咨詢人(ren)(ren)(ren)才,增強設(she)(she)計(ji)(ji)(ji)單位的項目管理能力(li)和(he)施(shi)工(gong)(gong)組織能力(li)。

五、規(gui)范工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)招(zhao)(zhao)投(tou)(tou)標活動(dong)。企業投(tou)(tou)資項(xiang)(xiang)目(mu)(mu)(mu)采用工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)的(de)(de)(de),應當(dang)在完(wan)(wan)成項(xiang)(xiang)目(mu)(mu)(mu)核準或者備案后(hou)進(jin)行發包(bao)(bao)。政(zheng)府投(tou)(tou)資項(xiang)(xiang)目(mu)(mu)(mu)原則上應當(dang)在初步設計審(shen)(shen)(shen)批完(wan)(wan)成后(hou)進(jin)行工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)發包(bao)(bao)。其中(zhong),按照國(guo)家有關規(gui)定簡化(hua)(hua)報批文件和(he)審(shen)(shen)(shen)批程(cheng)(cheng)(cheng)(cheng)序的(de)(de)(de)政(zheng)府投(tou)(tou)資項(xiang)(xiang)目(mu)(mu)(mu),應當(dang)在完(wan)(wan)成相(xiang)應的(de)(de)(de)投(tou)(tou)資決(jue)策審(shen)(shen)(shen)批后(hou)進(jin)行工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)項(xiang)(xiang)目(mu)(mu)(mu)發包(bao)(bao)。單(dan)獨立項(xiang)(xiang)且合(he)(he)同估算(suan)價在5000萬(wan)元以(yi)上的(de)(de)(de)房屋建筑和(he)市(shi)政(zheng)基礎設施,2000萬(wan)元以(yi)上的(de)(de)(de)裝(zhuang)飾裝(zhuang)修、安(an)裝(zhuang)、幕墻(qiang),1000萬(wan)元以(yi)上的(de)(de)(de)園(yuan)林綠化(hua)(hua)、智能化(hua)(hua)工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)項(xiang)(xiang)目(mu)(mu)(mu)適宜采用工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)發包(bao)(bao)。工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)項(xiang)(xiang)目(mu)(mu)(mu)招(zhao)(zhao)標人(ren)應當(dang)在招(zhao)(zhao)標文件中(zhong)明確接(jie)受由具有相(xiang)應資質的(de)(de)(de)設計單(dan)位和(he)施工(gong)(gong)單(dan)位組(zu)成的(de)(de)(de)聯合(he)(he)體參加投(tou)(tou)標。

依法必須招(zhao)標(biao)的工(gong)程(cheng)總(zong)承包項(xiang)目(mu)應設置(zhi)最高投(tou)標(biao)限價(jia),招(zhao)標(biao)人應在(zai)發(fa)布(bu)招(zhao)標(biao)文(wen)件(jian)時公布(bu)最高投(tou)標(biao)限價(jia)。最高投(tou)標(biao)限價(jia)和投(tou)標(biao)人報(bao)價(jia)均應充分考(kao)慮招(zhao)標(biao)項(xiang)目(mu)的特點,合理確定費(fei)用,費(fei)用組(zu)成中應包括(kuo)與(yu)工(gong)程(cheng)總(zong)承包相關的設計、施工(gong)、設備(bei)、管理等各項(xiang)費(fei)用。

六、加強(qiang)工(gong)(gong)程(cheng)總承(cheng)包(bao)(bao)合(he)(he)(he)同(tong)(tong)價(jia)格管理。企業投(tou)資(zi)的(de)(de)工(gong)(gong)程(cheng)總承(cheng)包(bao)(bao)項目宜采用(yong)總價(jia)合(he)(he)(he)同(tong)(tong),政府投(tou)資(zi)的(de)(de)工(gong)(gong)程(cheng)總承(cheng)包(bao)(bao)項目應當合(he)(he)(he)理確(que)定(ding)(ding)合(he)(he)(he)同(tong)(tong)價(jia)格形(xing)式。政府投(tou)資(zi)項目建(jian)設(she)投(tou)資(zi)原則上不(bu)得超過經核(he)(he)(he)定(ding)(ding)的(de)(de)投(tou)資(zi)概(gai)算。建(jian)設(she)單位(wei)和(he)工(gong)(gong)程(cheng)總承(cheng)包(bao)(bao)單位(wei)應在合(he)(he)(he)同(tong)(tong)中明確(que)風險范圍,合(he)(he)(he)理確(que)定(ding)(ding)價(jia)格調(diao)整(zheng)和(he)計量支(zhi)付條款(kuan)。采用(yong)總價(jia)合(he)(he)(he)同(tong)(tong)的(de)(de)工(gong)(gong)程(cheng)總承(cheng)包(bao)(bao)項目,除合(he)(he)(he)同(tong)(tong)約(yue)定(ding)(ding)可以(yi)調(diao)整(zheng)的(de)(de)情(qing)況(kuang)外,合(he)(he)(he)同(tong)(tong)價(jia)款(kuan)一般不(bu)予(yu)調(diao)整(zheng);期中支(zhi)付、結(jie)算審(shen)核(he)(he)(he)時僅對合(he)(he)(he)同(tong)(tong)約(yue)定(ding)(ding)的(de)(de)可調(diao)部分(fen)進行費用(yong)審(shen)核(he)(he)(he),對固定(ding)(ding)總價(jia)包(bao)(bao)干部分(fen)不(bu)再審(shen)核(he)(he)(he)。建(jian)設(she)單位(wei)和(he)工(gong)(gong)程(cheng)總承(cheng)包(bao)(bao)單位(wei)在合(he)(he)(he)同(tong)(tong)中約(yue)定(ding)(ding)費用(yong)使(shi)用(yong)情(qing)況(kuang)管理條款(kuan),可以(yi)包(bao)(bao)括費用(yong)使(shi)用(yong)計劃(hua)、工(gong)(gong)程(cheng)進度報告、工(gong)(gong)程(cheng)變更核(he)(he)(he)準等內容。

七、推(tui)(tui)廣建筑(zhu)信息(xi)模(mo)型(BIM)技(ji)(ji)術(shu)(shu)應用。推(tui)(tui)進(jin)工(gong)(gong)程(cheng)(cheng)(cheng)總承(cheng)(cheng)包項(xiang)(xiang)(xiang)目(mu)積極應用BIM技(ji)(ji)術(shu)(shu),鼓(gu)(gu)勵裝(zhuang)配式建筑(zhu)工(gong)(gong)程(cheng)(cheng)(cheng)總承(cheng)(cheng)包項(xiang)(xiang)(xiang)目(mu)率(lv)先(xian)應用BIM技(ji)(ji)術(shu)(shu)。鼓(gu)(gu)勵有條件的(de)(de)單(dan)位(wei)加(jia)大研發(fa)投入,建立與BIM技(ji)(ji)術(shu)(shu)應用相適應的(de)(de)信息(xi)管理(li)平(ping)臺,推(tui)(tui)進(jin)BIM技(ji)(ji)術(shu)(shu)在勘察、設(she)計(ji)、施(shi)(shi)(shi)工(gong)(gong)和(he)(he)運(yun)營維護等全過程(cheng)(cheng)(cheng)的(de)(de)集成應用,實現(xian)工(gong)(gong)程(cheng)(cheng)(cheng)建設(she)項(xiang)(xiang)(xiang)目(mu)全生命(ming)周期各(ge)參與方在同一多維建筑(zhu)信息(xi)模(mo)型基礎上的(de)(de)數據共享和(he)(he)信息(xi)化管理(li)。推(tui)(tui)動實現(xian)與項(xiang)(xiang)(xiang)目(mu)設(she)計(ji)、生產(chan)、施(shi)(shi)(shi)工(gong)(gong)、設(she)備(bei)供應、專業分(fen)包、項(xiang)(xiang)(xiang)目(mu)管理(li)等單(dan)位(wei)的(de)(de)無縫(feng)對(dui)(dui)接(jie),優化項(xiang)(xiang)(xiang)目(mu)實施(shi)(shi)(shi)方案,合理(li)協調(diao)各(ge)階段(duan)工(gong)(gong)作(zuo),縮短(duan)工(gong)(gong)期、節(jie)約成本(ben),提(ti)高效率(lv)。建設(she)單(dan)位(wei)可在工(gong)(gong)程(cheng)(cheng)(cheng)總承(cheng)(cheng)包招標(biao)(biao)文件中對(dui)(dui)BIM技(ji)(ji)術(shu)(shu)應用提(ti)出明確要求,鼓(gu)(gu)勵在評標(biao)(biao)辦法中予以(yi)評審(shen)和(he)(he)加(jia)分(fen),并合理(li)安排專項(xiang)(xiang)(xiang)實施(shi)(shi)(shi)費用。

八、完(wan)善工(gong)(gong)程(cheng)(cheng)總(zong)承包(bao)(bao)風險(xian)防范機(ji)制。推進工(gong)(gong)程(cheng)(cheng)總(zong)承包(bao)(bao)項目實行擔保(bao)(bao)(bao)制度,國有資金(jin)投資占(zhan)控股或者(zhe)主導地位(wei)的工(gong)(gong)程(cheng)(cheng)總(zong)承包(bao)(bao)項目應當實施(shi)工(gong)(gong)程(cheng)(cheng)擔保(bao)(bao)(bao)。建(jian)設(she)單(dan)(dan)位(wei)應當實施(shi)工(gong)(gong)程(cheng)(cheng)款支(zhi)付擔保(bao)(bao)(bao),鼓勵工(gong)(gong)程(cheng)(cheng)總(zong)承包(bao)(bao)單(dan)(dan)位(wei)采用銀行保(bao)(bao)(bao)函或保(bao)(bao)(bao)險(xian)等形式,向建(jian)設(she)單(dan)(dan)位(wei)提(ti)供(gong)履(lv)約擔保(bao)(bao)(bao)。鼓勵建(jian)設(she)單(dan)(dan)位(wei)購買工(gong)(gong)程(cheng)(cheng)質(zhi)量責任(ren)保(bao)(bao)(bao)險(xian)。工(gong)(gong)程(cheng)(cheng)擔保(bao)(bao)(bao)和保(bao)(bao)(bao)險(xian)的費(fei)用計入建(jian)設(she)項目總(zong)投資費(fei)用。

九、強化(hua)工(gong)(gong)(gong)(gong)程(cheng)總(zong)承(cheng)包(bao)實施監督(du)(du)管(guan)理。采用(yong)工(gong)(gong)(gong)(gong)程(cheng)總(zong)承(cheng)包(bao)方式的(de)項(xiang)目(mu),可以(yi)根據實際(ji)情況按照單(dan)體工(gong)(gong)(gong)(gong)程(cheng)進行施工(gong)(gong)(gong)(gong)圖設計(ji)文(wen)件(jian)審查。住房城鄉建設主管(guan)部門(men)可以(yi)根據工(gong)(gong)(gong)(gong)程(cheng)總(zong)承(cheng)包(bao)合同及(ji)分包(bao)合同確定的(de)設計(ji)、施工(gong)(gong)(gong)(gong)企(qi)業(ye),依法辦理施工(gong)(gong)(gong)(gong)許(xu)可等(deng)相關手續。建設工(gong)(gong)(gong)(gong)程(cheng)質(zhi)量(liang)安(an)全監督(du)(du)機構應當(dang)加強對(dui)工(gong)(gong)(gong)(gong)程(cheng)總(zong)承(cheng)包(bao)項(xiang)目(mu)的(de)質(zhi)量(liang)安(an)全監督(du)(du)。在涉(she)及(ji)工(gong)(gong)(gong)(gong)程(cheng)總(zong)承(cheng)包(bao)項(xiang)目(mu)的(de)施工(gong)(gong)(gong)(gong)許(xu)可、竣(jun)工(gong)(gong)(gong)(gong)驗收備(bei)案以(yi)及(ji)圖審、評優、永久性標牌等(deng)管(guan)理和技術文(wen)件(jian)表格及(ji)樣式中,調整設置適應工(gong)(gong)(gong)(gong)程(cheng)總(zong)承(cheng)包(bao)管(guan)理需(xu)要的(de)工(gong)(gong)(gong)(gong)程(cheng)總(zong)承(cheng)包(bao)單(dan)位、工(gong)(gong)(gong)(gong)程(cheng)總(zong)承(cheng)包(bao)項(xiang)目(mu)負責(ze)人等(deng)相應欄目(mu)。

加(jia)強工(gong)(gong)程(cheng)總(zong)(zong)承包(bao)項(xiang)目(mu)(mu)參(can)建(jian)單位(wei)及(ji)項(xiang)目(mu)(mu)管理(li)人員(yuan)的信(xin)用(yong)管理(li)工(gong)(gong)作,及(ji)時采集本行(xing)政區域內的工(gong)(gong)程(cheng)總(zong)(zong)承包(bao)項(xiang)目(mu)(mu)、各參(can)建(jian)單位(wei)、項(xiang)目(mu)(mu)管理(li)人員(yuan)等信(xin)用(yong)信(xin)息,如(ru)發生(sheng)失信(xin)行(xing)為其相關(guan)信(xin)息記入省市建(jian)筑市場監管與誠信(xin)信(xin)息一體化平臺。嚴格(ge)執行(xing)住房和(he)城鄉建(jian)設部《建(jian)筑工(gong)(gong)程(cheng)施工(gong)(gong)發包(bao)與承包(bao)違法(fa)行(xing)為認定查處管理(li)辦法(fa)》(建(jian)市規〔2019〕1號),切實查處違法(fa)發包(bao)、轉(zhuan)包(bao)、違法(fa)分包(bao)及(ji)掛靠等違法(fa)行(xing)為,規范建(jian)筑市場秩序(xu),為推行(xing)工(gong)(gong)程(cheng)總(zong)(zong)承包(bao)營造良好的市場環境。

十、加(jia)強組織實施(shi)(shi)。各地(di)要(yao)認真(zhen)學習領會《通(tong)知》精(jing)神,加(jia)強與財政、審(shen)計(ji)等部門的(de)溝通(tong)協調,制(zhi)(zhi)訂(ding)推進(jin)(jin)(jin)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)包(bao)的(de)目(mu)標(biao)和(he)任務,編制(zhi)(zhi)本地(di)區工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)包(bao)工(gong)(gong)(gong)(gong)作計(ji)劃,有(you)序分步組織實施(shi)(shi)。要(yao)盡快制(zhi)(zhi)定加(jia)快推廣(guang)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)包(bao)的(de)政策措施(shi)(shi),指導工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)包(bao)單位(wei)建立健全組織機構和(he)管(guan)理制(zhi)(zhi)度,推動(dong)龍頭骨(gu)干企業(ye)(ye)(ye)優先進(jin)(jin)(jin)入工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)包(bao)市場,工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)包(bao)項目(mu)優先推薦為“省(sheng)建筑產業(ye)(ye)(ye)現代(dai)化示(shi)范項目(mu)”、“省(sheng)標(biao)準(zhun)化星(xing)級工(gong)(gong)(gong)(gong)地(di)”。要(yao)加(jia)強宣傳引導,及時總(zong)結和(he)推廣(guang)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)包(bao)項目(mu)的(de)實施(shi)(shi)經驗,指導行(xing)業(ye)(ye)(ye)組織加(jia)強工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)總(zong)承(cheng)(cheng)(cheng)包(bao)單位(wei)行(xing)業(ye)(ye)(ye)自律,制(zhi)(zhi)定行(xing)業(ye)(ye)(ye)公約(yue),促進(jin)(jin)(jin)公平競爭(zheng),引導行(xing)業(ye)(ye)(ye)健康(kang)發(fa)展。
