住建部加快住房公積金數字化發展的指導意見

各省、自治區住(zhu)房(fang)和城鄉建(jian)(jian)設廳(ting),直轄(xia)市、新疆生(sheng)產建(jian)(jian)設兵(bing)團住(zhu)房(fang)公(gong)(gong)積金(jin)管理(li)委員會、住(zhu)房(fang)公(gong)(gong)積金(jin)管理(li)中心(xin):

  為貫徹黨(dang)中(zhong)央、國務(wu)院關于(yu)加(jia)快(kuai)數(shu)(shu)字經濟(ji)發展(zhan)、數(shu)(shu)字社會建設的(de)決策部署,落實《國務(wu)院關于(yu)加(jia)強數(shu)(shu)字政府建設的(de)指導(dao)意見》(國發〔2022〕14號)有關要(yao)求,加(jia)快(kuai)住房公積金數(shu)(shu)字化發展(zhan),提出以下意見。

  一、總體要求

  (一)指(zhi)導思想(xiang)。

  以(yi)習近(jin)平新(xin)時代中國(guo)特色社(she)會主(zhu)義(yi)思想為指導,全(quan)(quan)面貫徹黨(dang)的(de)二十(shi)大(da)精神(shen),認真(zhen)落實國(guo)務(wu)院(yuan)關于(yu)加強數字(zi)(zi)政(zheng)府(fu)建(jian)設的(de)相關要求(qiu),將數字(zi)(zi)技術廣泛應用(yong)于(yu)住房公積金管(guan)理服務(wu),推(tui)進業(ye)(ye)務(wu)流程優化、模式創新(xin)和履職能(neng)力提升(sheng),打造全(quan)(quan)系統(tong)業(ye)(ye)務(wu)協(xie)同(tong)、全(quan)(quan)方位(wei)數據賦能(neng)、全(quan)(quan)業(ye)(ye)務(wu)線(xian)上(shang)服務(wu)、全(quan)(quan)鏈條智能(neng)監管(guan)的(de)住房公積金數字(zi)(zi)化發展(zhan)新(xin)模式,更好地服務(wu)繳存(cun)(cun)人和繳存(cun)(cun)單(dan)位(wei)、服務(wu)住房工作大(da)局(ju),服務(wu)國(guo)家治理體系和治理能(neng)力現(xian)代化。

  (二)基(ji)本(ben)原則。

  ——堅持黨的全面領導(dao)。將堅持黨的全面領導(dao)貫穿(chuan)住(zhu)房公(gong)積金數字化發展(zhan)的全過(guo)程,牢牢把握正確政(zheng)治方(fang)向,為住(zhu)房公(gong)積金數字化發展(zhan)提(ti)供根(gen)本政(zheng)治保證。

  ——堅持以人民為中心。以更(geng)(geng)好(hao)地滿足住房公積(ji)金繳(jiao)存人基本住房需求(qiu)為出(chu)發點(dian)和落腳點(dian),用數(shu)字技(ji)術解決辦(ban)事的(de)堵點(dian)難點(dian),提升住房公積(ji)金普惠性公共服務效能(neng),讓數(shu)字化發展成果更(geng)(geng)多更(geng)(geng)公平惠及廣大群(qun)眾。

  ——堅持數(shu)(shu)據賦能(neng)。依法加強(qiang)數(shu)(shu)據匯(hui)聚(ju)、共享和(he)利用(yong)(yong),發揮數(shu)(shu)據的基礎資源(yuan)作用(yong)(yong)和(he)創新(xin)引擎作用(yong)(yong),豐富(fu)數(shu)(shu)字(zi)化應(ying)用(yong)(yong)場景,提高住房(fang)公積(ji)金(jin)決(jue)策科學化水平和(he)管理服務效(xiao)率。

  ——堅持整(zheng)體協(xie)同。強(qiang)化系(xi)(xi)統(tong)觀念,增強(qiang)系(xi)(xi)統(tong)集成,持續推動住房公(gong)積金信息(xi)系(xi)(xi)統(tong)集約化建設,促進技術融(rong)合(he)、業務(wu)融(rong)合(he)、數據融(rong)合(he),提升跨(kua)層級(ji)、跨(kua)地(di)域(yu)、跨(kua)系(xi)(xi)統(tong)、跨(kua)部門、跨(kua)業務(wu)的協(xie)同管(guan)理和服務(wu)水平(ping)。

  ——堅(jian)持安(an)全(quan)(quan)可控(kong)。全(quan)(quan)面落實總體(ti)國(guo)家安(an)全(quan)(quan)觀,統籌發展與安(an)全(quan)(quan),依(yi)法(fa)保護個人信息,規范(fan)新技術應用(yong),健全(quan)(quan)安(an)全(quan)(quan)管(guan)理制度,切實保障數據和網絡安(an)全(quan)(quan),防范(fan)化解(jie)各類風險。

  (三)主要(yao)目標。

  到2025年,住(zhu)(zhu)房公積金數(shu)字(zi)化(hua)(hua)發(fa)展(zhan)新(xin)(xin)(xin)(xin)模式(shi)(shi)基本確立(li),數(shu)據(ju)資源體系和平(ping)臺支(zhi)撐體系更加(jia)健全,數(shu)字(zi)化(hua)(hua)管(guan)理新(xin)(xin)(xin)(xin)機制(zhi)、服務新(xin)(xin)(xin)(xin)模式(shi)(shi)、監管(guan)新(xin)(xin)(xin)(xin)局(ju)面、安(an)全新(xin)(xin)(xin)(xin)防(fang)線等初(chu)步(bu)形成,數(shu)字(zi)化(hua)(hua)管(guan)理服務能(neng)力和水平(ping)顯著提升,智慧住(zhu)(zhu)房公積金發(fa)展(zhan)取(qu)得新(xin)(xin)(xin)(xin)突破,服務事(shi)項“網上(shang)(shang)辦(ban)、掌上(shang)(shang)辦(ban)、就近(jin)辦(ban)、一次辦(ban)”更加(jia)好辦(ban)易辦(ban),住(zhu)(zhu)房公積金事(shi)業高(gao)質量發(fa)展(zhan)取(qu)得明顯成效。

  二、健全共享利用的數據資源體系

  (一(yi))全(quan)面加強(qiang)(qiang)數(shu)(shu)(shu)(shu)據(ju)(ju)治(zhi)理(li)(li)(li)。強(qiang)(qiang)化各級(ji)住(zhu)房公積(ji)金管(guan)理(li)(li)(li)機(ji)構數(shu)(shu)(shu)(shu)據(ju)(ju)管(guan)理(li)(li)(li)職責(ze),建立(li)健全(quan)多(duo)主體協(xie)同的數(shu)(shu)(shu)(shu)據(ju)(ju)治(zhi)理(li)(li)(li)機(ji)制,提(ti)升(sheng)數(shu)(shu)(shu)(shu)據(ju)(ju)治(zhi)理(li)(li)(li)水平和(he)管(guan)理(li)(li)(li)能力(li)。加強(qiang)(qiang)數(shu)(shu)(shu)(shu)據(ju)(ju)全(quan)生命(ming)周(zhou)期質(zhi)量(liang)(liang)管(guan)理(li)(li)(li),確保數(shu)(shu)(shu)(shu)據(ju)(ju)真(zhen)實(shi)、準確、完整。住(zhu)房公積(ji)金管(guan)理(li)(li)(li)中心要落實(shi)數(shu)(shu)(shu)(shu)據(ju)(ju)管(guan)理(li)(li)(li)主體責(ze)任(ren),規(gui)范(fan)數(shu)(shu)(shu)(shu)據(ju)(ju)采集,提(ti)高新產生數(shu)(shu)(shu)(shu)據(ju)(ju)的質(zhi)量(liang)(liang),開(kai)展存(cun)量(liang)(liang)數(shu)(shu)(shu)(shu)據(ju)(ju)質(zhi)量(liang)(liang)提(ti)升(sheng)工(gong)作(zuo),運用技術(shu)手段增強(qiang)(qiang)數(shu)(shu)(shu)(shu)據(ju)(ju)校核糾錯能力(li),重點做好規(gui)范(fan)數(shu)(shu)(shu)(shu)據(ju)(ju)語(yu)義、補全(quan)數(shu)(shu)(shu)(shu)據(ju)(ju)缺(que)項(xiang)、糾正(zheng)錯誤數(shu)(shu)(shu)(shu)據(ju)(ju)等工(gong)作(zuo)。堅(jian)持分步(bu)實(shi)施,穩妥處(chu)理(li)(li)(li),到2025年底前(qian)完成存(cun)量(liang)(liang)數(shu)(shu)(shu)(shu)據(ju)(ju)質(zhi)量(liang)(liang)提(ti)升(sheng)工(gong)作(zuo)。

  (二(er))實(shi)現數(shu)(shu)(shu)據(ju)高效共(gong)(gong)享。建立標(biao)(biao)準統一、動(dong)態(tai)(tai)管(guan)理的全國(guo)住房公積金(jin)政務數(shu)(shu)(shu)據(ju)目錄,實(shi)行(xing)“一數(shu)(shu)(shu)一源(yuan)一標(biao)(biao)準”,實(shi)現數(shu)(shu)(shu)據(ju)資源(yuan)清單化管(guan)理。按照(zhao)履職(zhi)需(xu)要,依(yi)法建立數(shu)(shu)(shu)據(ju)共(gong)(gong)享機(ji)制(zhi),以應用場(chang)景(jing)為(wei)牽引,拓展共(gong)(gong)享數(shu)(shu)(shu)據(ju)范圍,動(dong)態(tai)(tai)更新數(shu)(shu)(shu)據(ju)共(gong)(gong)享接(jie)口(kou)標(biao)(biao)準,做(zuo)好系統對接(jie)。加強(qiang)數(shu)(shu)(shu)據(ju)共(gong)(gong)享授(shou)權管(guan)理,鼓勵有條件的地方推進(jin)數(shu)(shu)(shu)據(ju)共(gong)(gong)享“可(ke)用不可(ke)見(jian)”。

  (三)促進(jin)數(shu)據(ju)(ju)(ju)(ju)有序利用(yong)。依法采(cai)集住房公積金(jin)管理服務涉(she)及到(dao)的(de)相關主體、客體、行(xing)為等數(shu)據(ju)(ju)(ju)(ju),持(chi)續匯聚多源數(shu)據(ju)(ju)(ju)(ju)。推(tui)進(jin)數(shu)據(ju)(ju)(ju)(ju)標簽(qian)化,建設(she)主題數(shu)據(ju)(ju)(ju)(ju)庫和相關專題庫,探索建設(she)多維(wei)數(shu)據(ju)(ju)(ju)(ju)倉庫,運用(yong)數(shu)據(ju)(ju)(ju)(ju)建模、數(shu)據(ju)(ju)(ju)(ju)可(ke)視化等技(ji)術對數(shu)據(ju)(ju)(ju)(ju)資源進(jin)行(xing)價(jia)值挖(wa)掘(jue),提(ti)升綜合分析和應(ying)用(yong)數(shu)據(ju)(ju)(ju)(ju)的(de)能(neng)力。依法探索開展數(shu)據(ju)(ju)(ju)(ju)流通利用(yong),充分發揮(hui)數(shu)據(ju)(ju)(ju)(ju)要素價(jia)值。

  三、健全整體(ti)協同的平臺支(zhi)撐(cheng)體(ti)系(xi)

  (一)搭(da)建數(shu)字(zi)化(hua)發展總(zong)體框架。加強(qiang)頂層設計(ji),搭(da)建統(tong)(tong)分結合(he)、集約(yue)高(gao)效的全國住(zhu)房(fang)公積金(jin)(jin)數(shu)字(zi)化(hua)發展總(zong)體框架。以全國住(zhu)房(fang)公積金(jin)(jin)云(yun)平(ping)臺(tai)、共性應用、小程序和(he)監管服務平(ping)臺(tai)組成綜(zong)合(he)樞紐(niu),推動各地住(zhu)房(fang)公積金(jin)(jin)信息系統(tong)(tong)通(tong)(tong)過綜(zong)合(he)樞紐(niu)實現互聯互通(tong)(tong)、協同(tong)聯動。

  (二)構建一體化(hua)(hua)云(yun)平(ping)(ping)(ping)(ping)臺(tai)(tai)體系(xi)(xi)。按照構建全(quan)國(guo)一體化(hua)(hua)政務(wu)云(yun)平(ping)(ping)(ping)(ping)臺(tai)(tai)體系(xi)(xi)要求,建設全(quan)國(guo)住房公(gong)(gong)積(ji)金云(yun)平(ping)(ping)(ping)(ping)臺(tai)(tai),逐步(bu)實現與各(ge)地住房公(gong)(gong)積(ji)金云(yun)平(ping)(ping)(ping)(ping)臺(tai)(tai)的(de)互聯互通、集約共享(xiang),提升(sheng)云(yun)平(ping)(ping)(ping)(ping)臺(tai)(tai)支撐能力。穩步(bu)推進各(ge)地住房公(gong)(gong)積(ji)金信息(xi)系(xi)(xi)統“上云(yun)”,鼓勵優先(xian)選用通過云(yun)計算(suan)服務(wu)安全(quan)評估的(de)云(yun)平(ping)(ping)(ping)(ping)臺(tai)(tai),包含敏感(gan)個人信息(xi)的(de)信息(xi)系(xi)(xi)統不(bu)得(de)采用公(gong)(gong)有云(yun)部署。

  (三)形成(cheng)(cheng)數(shu)(shu)(shu)(shu)(shu)據匯聚(ju)流通體系。完善(shan)全國(guo)住(zhu)房公(gong)(gong)積(ji)(ji)金(jin)(jin)數(shu)(shu)(shu)(shu)(shu)據平(ping)(ping)臺(tai)(tai)功能,鼓勵建設省級住(zhu)房公(gong)(gong)積(ji)(ji)金(jin)(jin)數(shu)(shu)(shu)(shu)(shu)據共(gong)(gong)享平(ping)(ping)臺(tai)(tai),推動(dong)數(shu)(shu)(shu)(shu)(shu)據匯聚(ju)融(rong)合。依托現有(you)住(zhu)房公(gong)(gong)積(ji)(ji)金(jin)(jin)專線(xian)網絡,縱向(xiang)暢(chang)通部(bu)(bu)、省、市(shi)住(zhu)房公(gong)(gong)積(ji)(ji)金(jin)(jin)數(shu)(shu)(shu)(shu)(shu)據循環通道,實現深度對(dui)接,雙向(xiang)共(gong)(gong)享。推動(dong)部(bu)(bu)、省、市(shi)住(zhu)房公(gong)(gong)積(ji)(ji)金(jin)(jin)數(shu)(shu)(shu)(shu)(shu)據平(ping)(ping)臺(tai)(tai)對(dui)接本級政務(wu)服務(wu)平(ping)(ping)臺(tai)(tai)和相(xiang)關部(bu)(bu)門數(shu)(shu)(shu)(shu)(shu)據共(gong)(gong)享平(ping)(ping)臺(tai)(tai),形成(cheng)(cheng)橫向(xiang)聯(lian)動(dong)的(de)數(shu)(shu)(shu)(shu)(shu)據共(gong)(gong)享通道。

  (四)提升(sheng)共(gong)(gong)性(xing)(xing)應(ying)(ying)用(yong)(yong)(yong)(yong)支撐能(neng)(neng)力。利用(yong)(yong)(yong)(yong)國家(jia)政務(wu)服務(wu)平臺電(dian)子(zi)證(zheng)(zheng)照、電(dian)子(zi)印(yin)章等共(gong)(gong)性(xing)(xing)應(ying)(ying)用(yong)(yong)(yong)(yong),豐富住(zhu)(zhu)房(fang)(fang)公積(ji)金(jin)領域應(ying)(ying)用(yong)(yong)(yong)(yong)場景(jing),逐步(bu)建成統一(yi)身份認證(zheng)(zheng)、異地(di)業(ye)務(wu)協同、轉(zhuan)移接續、出具個人繳存(cun)使(shi)(shi)用(yong)(yong)(yong)(yong)證(zheng)(zheng)明(ming)等全國統一(yi)的(de)住(zhu)(zhu)房(fang)(fang)公積(ji)金(jin)共(gong)(gong)性(xing)(xing)應(ying)(ying)用(yong)(yong)(yong)(yong)。探索建設電(dian)子(zi)住(zhu)(zhu)房(fang)(fang)公積(ji)金(jin)卡,為各地(di)業(ye)務(wu)辦理和相關服務(wu)提供(gong)支撐。積(ji)極拓展(zhan)數字人民幣應(ying)(ying)用(yong)(yong)(yong)(yong)場景(jing)。積(ji)極探索共(gong)(gong)建共(gong)(gong)享共(gong)(gong)用(yong)(yong)(yong)(yong)新機制(zhi),鼓勵有條件的(de)省(sheng)(自(zi)治區)建設統一(yi)的(de)住(zhu)(zhu)房(fang)(fang)公積(ji)金(jin)業(ye)務(wu)系(xi)統。住(zhu)(zhu)房(fang)(fang)公積(ji)金(jin)管(guan)理中心要積(ji)極使(shi)(shi)用(yong)(yong)(yong)(yong)部省(sheng)兩級提供(gong)的(de)共(gong)(gong)性(xing)(xing)應(ying)(ying)用(yong)(yong)(yong)(yong),拓展(zhan)數字化(hua)(hua)、智能(neng)(neng)化(hua)(hua)應(ying)(ying)用(yong)(yong)(yong)(yong)場景(jing)。

  四、建立數據賦(fu)能的數字化管理新(xin)機制

  (一)推(tui)(tui)動數(shu)(shu)據輔助決(jue)(jue)策(ce)(ce)。增強(qiang)用(yong)數(shu)(shu)據決(jue)(jue)策(ce)(ce)的(de)意(yi)識,建(jian)立健全大數(shu)(shu)據輔助科(ke)學(xue)決(jue)(jue)策(ce)(ce)機制(zhi)(zhi),推(tui)(tui)動從經驗決(jue)(jue)策(ce)(ce)向數(shu)(shu)據決(jue)(jue)策(ce)(ce)轉變(bian),協同相(xiang)關(guan)部門,為(wei)數(shu)(shu)字經濟、數(shu)(shu)字社會發展提供支撐(cheng)。充分(fen)利用(yong)信息資源,強(qiang)化(hua)數(shu)(shu)據分(fen)析,為(wei)制(zhi)(zhi)定調整政策(ce)(ce)、編(bian)制(zhi)(zhi)歸集使用(yong)計劃、研判發展趨勢、強(qiang)化(hua)風險(xian)防控等提供支撐(cheng)。積極運用(yong)數(shu)(shu)字化(hua)手段了解群(qun)眾(zhong)需要,輔助科(ke)學(xue)決(jue)(jue)策(ce)(ce),及(ji)時回應群(qun)眾(zhong)關(guan)切。

  (二)提(ti)高(gao)(gao)管(guan)(guan)理(li)(li)運(yun)(yun)行(xing)效能。住房公(gong)積金(jin)(jin)管(guan)(guan)理(li)(li)中心要運(yun)(yun)用數字技術,全方位優化(hua)住房公(gong)積金(jin)(jin)管(guan)(guan)理(li)(li)運(yun)(yun)行(xing)體系,推動(dong)(dong)業(ye)(ye)務流程再造,實現業(ye)(ye)務審核準確高(gao)(gao)效、資金(jin)(jin)結算快速安全。落實《住房公(gong)積金(jin)(jin)業(ye)(ye)務檔案管(guan)(guan)理(li)(li)標(biao)準》,提(ti)高(gao)(gao)業(ye)(ye)務檔案的數字化(hua)管(guan)(guan)理(li)(li)水(shui)平。深化(hua)與有關(guan)職(zhi)能部門、機(ji)(ji)構的業(ye)(ye)務合作,以數據共享驅(qu)動(dong)(dong)業(ye)(ye)務辦理(li)(li)方式創新,擴(kuo)大住房公(gong)積金(jin)(jin)制度覆蓋(gai)面,拓展資金(jin)(jin)使用受益面,提(ti)高(gao)(gao)管(guan)(guan)理(li)(li)運(yun)(yun)行(xing)效能。建立規(gui)范高(gao)(gao)效的資金(jin)(jin)運(yun)(yun)作機(ji)(ji)制,動(dong)(dong)態監測流動(dong)(dong)性狀況,強化(hua)資金(jin)(jin)運(yun)(yun)行(xing)分析,促進(jin)資金(jin)(jin)合理(li)(li)調配,提(ti)升資金(jin)(jin)精細(xi)化(hua)管(guan)(guan)理(li)(li)水(shui)平。

  (三)提升(sheng)(sheng)風(feng)(feng)險(xian)(xian)防(fang)控(kong)水平(ping)。住房公積金管理(li)中心要拓展風(feng)(feng)險(xian)(xian)相關(guan)信(xin)息獲取(qu)維度,識別潛(qian)在(zai)風(feng)(feng)險(xian)(xian)點,加(jia)強(qiang)數(shu)字化風(feng)(feng)險(xian)(xian)預警(jing),增強(qiang)風(feng)(feng)險(xian)(xian)管理(li)的前瞻性和預見性。將(jiang)數(shu)字化風(feng)(feng)控(kong)模(mo)型(xing)嵌入業(ye)務(wu)(wu)流程,提升(sheng)(sheng)業(ye)務(wu)(wu)辦理(li)的合規性。深化電子稽查工具運用,加(jia)強(qiang)風(feng)(feng)險(xian)(xian)隱(yin)患的排查整改力度,總結風(feng)(feng)險(xian)(xian)特(te)征(zheng)和發生規律(lv),進一步完善數(shu)字化風(feng)(feng)控(kong)模(mo)型(xing)。加(jia)強(qiang)與公安(an)、民政、不(bu)動產登(deng)記、房產管理(li)、人民銀行(xing)、商業(ye)銀行(xing)、擔(dan)保等部門和機構的數(shu)據對接,實行(xing)貸(dai)(dai)款(kuan)風(feng)(feng)險(xian)(xian)分類管理(li),動態監測(ce)抵押物狀態等,掌(zhang)握貸(dai)(dai)款(kuan)風(feng)(feng)險(xian)(xian)狀況,制定預警(jing)處置措施,確保資(zi)金安(an)全。

  五(wu)、構建便捷高效的數(shu)字(zi)化服(fu)務(wu)新模式(shi)

  (一)推(tui)進服(fu)務(wu)標準化(hua)(hua)(hua)規范化(hua)(hua)(hua)便利化(hua)(hua)(hua)。編制全國住房公(gong)積金服(fu)務(wu)事(shi)(shi)項(xiang)(xiang)基本目錄(lu)和(he)實(shi)施清(qing)(qing)單(dan),建立動(dong)態調整機制。各地要依(yi)據(ju)全國住房公(gong)積金服(fu)務(wu)事(shi)(shi)項(xiang)(xiang)基本目錄(lu)和(he)實(shi)施清(qing)(qing)單(dan),編制本地服(fu)務(wu)事(shi)(shi)項(xiang)(xiang)目錄(lu)和(he)實(shi)施清(qing)(qing)單(dan)。推(tui)動(dong)同一服(fu)務(wu)事(shi)(shi)項(xiang)(xiang)受(shou)理(li)條(tiao)件、服(fu)務(wu)對象(xiang)、辦(ban)(ban)理(li)流程、申請(qing)材料、法定(ding)辦(ban)(ban)結時限、辦(ban)(ban)理(li)結果(guo)等要素全國統(tong)一。優(you)化(hua)(hua)(hua)綜合(he)服(fu)務(wu)平臺功能(neng),推(tui)動(dong)更多服(fu)務(wu)事(shi)(shi)項(xiang)(xiang)全程網辦(ban)(ban),推(tui)廣“7×24”小時線(xian)上辦(ban)(ban)事(shi)(shi)服(fu)務(wu)。根據(ju)群眾的辦(ban)(ban)事(shi)(shi)需求和(he)使用習(xi)慣,優(you)化(hua)(hua)(hua)頁面設計,簡化(hua)(hua)(hua)辦(ban)(ban)事(shi)(shi)操作,實(shi)現“一看就(jiu)能(neng)懂、一點(dian)就(jiu)能(neng)辦(ban)(ban)”。

  (二(er))推動服(fu)務(wu)(wu)跨地(di)域、跨部(bu)(bu)門協(xie)同(tong)。不(bu)斷(duan)完善(shan)異(yi)地(di)業(ye)務(wu)(wu)協(xie)同(tong)辦理(li)(li)機制(zhi),運用數(shu)字技術提(ti)(ti)升信(xin)息協(xie)查、業(ye)務(wu)(wu)聯辦效能。住房公積金管理(li)(li)中心(xin)要推進業(ye)務(wu)(wu)系統與全國住房公積金監管服(fu)務(wu)(wu)平臺的對接融合,優化異(yi)地(di)業(ye)務(wu)(wu)辦理(li)(li)流程,壓縮辦理(li)(li)時限,切實提(ti)(ti)高“跨省通辦”協(xie)同(tong)效率(lv)。推進跨部(bu)(bu)門服(fu)務(wu)(wu)事(shi)項“一(yi)件(jian)事(shi)一(yi)次辦”,主動將住房公積金的繳存、提(ti)(ti)取等(deng)業(ye)務(wu)(wu)與企業(ye)開辦、員工錄用、職工退休等(deng)多個相關聯事(shi)項集(ji)成(cheng)辦理(li)(li),實現“一(yi)次告知(zhi)、一(yi)表(biao)申請(qing)、一(yi)套材料、一(yi)窗(端)受理(li)(li)、一(yi)網辦理(li)(li)”。

  (三)拓展智(zhi)慧精準(zhun)的(de)數(shu)字(zi)化(hua)服(fu)務(wu)(wu)(wu)場景。住(zhu)房(fang)公積(ji)金(jin)管理中心(xin)要利(li)用多(duo)源數(shu)據(ju)(ju)為(wei)繳存人和繳存單位精準(zhun)“畫像”,主(zhu)動(dong)發(fa)現(xian)服(fu)務(wu)(wu)(wu)對象(xiang)需求(qiu),智(zhi)能推(tui)送(song)政策(ce)和服(fu)務(wu)(wu)(wu)。努力(li)拓展服(fu)務(wu)(wu)(wu)場景,延伸(shen)服(fu)務(wu)(wu)(wu)觸角,利(li)用智(zhi)能移動(dong)設(she)備打破渠(qu)道(dao)壁壘,將服(fu)務(wu)(wu)(wu)主(zhu)動(dong)送(song)達繳存人身邊(bian)。在網上(shang)(shang)營(ying)業廳、12329住(zhu)房(fang)公積(ji)金(jin)熱線等(deng)(deng)線上(shang)(shang)服(fu)務(wu)(wu)(wu)渠(qu)道(dao),推(tui)廣(guang)應(ying)用智(zhi)能應(ying)答、智(zhi)能外呼(hu)等(deng)(deng)智(zhi)能服(fu)務(wu)(wu)(wu)。深入分(fen)析“好(hao)差(cha)評”、政策(ce)咨詢、業務(wu)(wu)(wu)辦理等(deng)(deng)數(shu)據(ju)(ju),及時發(fa)現(xian)群眾辦事(shi)的(de)堵點難(nan)點,持續優(you)化(hua)和創新(xin)服(fu)務(wu)(wu)(wu)模式。

  六、開(kai)創協同聯動(dong)的數(shu)字(zi)化監管新局(ju)面

  (一(yi))豐富(fu)數(shu)字(zi)化(hua)監管(guan)(guan)(guan)(guan)手段(duan)。建(jian)立健全數(shu)字(zi)化(hua)監管(guan)(guan)(guan)(guan)指標(biao)體系(xi),多維度(du)評估住房(fang)公(gong)積(ji)金(jin)管(guan)(guan)(guan)(guan)理(li)運行情況,推動對(dui)住房(fang)公(gong)積(ji)金(jin)管(guan)(guan)(guan)(guan)理(li)中心實現分級分類監管(guan)(guan)(guan)(guan)。各級監管(guan)(guan)(guan)(guan)部門要綜合運用全國住房(fang)公(gong)積(ji)金(jin)監管(guan)(guan)(guan)(guan)服務平臺、電(dian)子稽查(cha)工(gong)具(ju)等(deng)線上監管(guan)(guan)(guan)(guan)手段(duan),動態(tai)監測研判政(zheng)策(ce)執行、貸款管(guan)(guan)(guan)(guan)理(li)、資金(jin)運作等(deng)重點事項(xiang)的風險(xian)狀況,及時發現問(wen)題,督促分類處置,形(xing)成整(zheng)改閉環。

  (二)推動多維度(du)監(jian)管協同。建(jian)立健全(quan)跨層級、跨部門(men)(men)、跨地區(qu)(qu)協同監(jian)管機(ji)制,增強線上(shang)與(yu)(yu)(yu)線下(xia)、日常與(yu)(yu)(yu)專項(xiang)、內部與(yu)(yu)(yu)外部監(jian)管聯(lian)動,對重點問題(ti)和地區(qu)(qu)實施現(xian)場督導。加強監(jian)管信(xin)(xin)息共享,做好與(yu)(yu)(yu)財政、人民(min)銀(yin)行(xing)等部門(men)(men)的(de)監(jian)管協同,結合審計等部門(men)(men)的(de)監(jian)督意見推動問題(ti)整改(gai),提高監(jian)管的(de)針對性、有效性。創(chuang)新開展信(xin)(xin)用(yong)監(jian)管,利用(yong)住房公積金繳存提取、失信(xin)(xin)被(bei)執行(xing)人等公共信(xin)(xin)用(yong)信(xin)(xin)息,以(yi)及人民(min)銀(yin)行(xing)征信(xin)(xin)信(xin)(xin)息,探索建(jian)立守信(xin)(xin)聯(lian)合激勵和失信(xin)(xin)聯(lian)合懲戒機(ji)制。

  七、筑牢穩定(ding)可靠(kao)的(de)數字化安全新(xin)防線

  (一)全面(mian)落實(shi)安(an)全管理(li)責(ze)任(ren)(ren)。全面(mian)落實(shi)住房(fang)公積金數字(zi)化發展的安(an)全管理(li)主體責(ze)任(ren)(ren)和(he)監督責(ze)任(ren)(ren),進一步增強安(an)全意識,健(jian)全安(an)全評估、監測預警、應急演(yan)練、事件處置等機制,切實(shi)筑牢安(an)全防線。加強對(dui)參(can)與(yu)住房(fang)公積金信息(xi)化建設和(he)運營企業的規范管理(li),確保信息(xi)系(xi)統和(he)數據安(an)全管理(li)邊界清晰、職責(ze)明(ming)確、責(ze)任(ren)(ren)落實(shi)。

  (二)切(qie)實保(bao)(bao)障數據(ju)和網(wang)(wang)(wang)絡安(an)(an)(an)全(quan)。落實數據(ju)分類分級(ji)保(bao)(bao)護制(zhi)度,明(ming)確(que)數據(ju)使用(yong)權(quan)限、適用(yong)范(fan)圍、安(an)(an)(an)全(quan)保(bao)(bao)障措施等(deng)(deng),建立健全(quan)數據(ju)安(an)(an)(an)全(quan)內控機制(zhi),加(jia)(jia)(jia)大數據(ju)保(bao)(bao)護力度。加(jia)(jia)(jia)強(qiang)數據(ju)全(quan)生(sheng)命周(zhou)期(qi)安(an)(an)(an)全(quan)管理,強(qiang)化安(an)(an)(an)全(quan)監測、數據(ju)加(jia)(jia)(jia)密(mi)、數據(ju)脫(tuo)敏、授權(quan)訪問等(deng)(deng)技術保(bao)(bao)護措施。嚴格執行(xing)網(wang)(wang)(wang)絡安(an)(an)(an)全(quan)等(deng)(deng)級(ji)保(bao)(bao)護制(zhi)度,定期(qi)組(zu)織開(kai)展網(wang)(wang)(wang)絡安(an)(an)(an)全(quan)、密(mi)碼(ma)應(ying)用(yong)等(deng)(deng)安(an)(an)(an)全(quan)自查(cha)和檢測評估。加(jia)(jia)(jia)強(qiang)網(wang)(wang)(wang)絡安(an)(an)(an)全(quan)基礎設(she)施建設(she),充分運(yun)用(yong)智能(neng)感知、威(wei)脅預測等(deng)(deng)技術,強(qiang)化日常監測,不(bu)斷提高網(wang)(wang)(wang)絡安(an)(an)(an)全(quan)防護能(neng)力。

  (三)著力規(gui)范信(xin)息(xi)(xi)系(xi)(xi)統建(jian)設(she)(she)。按(an)照(zhao)《住房公積(ji)金信(xin)息(xi)(xi)化建(jian)設(she)(she)導則》等(deng)要(yao)求,推(tui)廣應用(yong)平臺化、組(zu)件化、服(fu)務化的架構設(she)(she)計,確保信(xin)息(xi)(xi)系(xi)(xi)統的高可用(yong)性、可擴展(zhan)性。住房公積(ji)金業務系(xi)(xi)統升級改(gai)造要(yao)符合基(ji)(ji)礎數(shu)據標(biao)(biao)準、結(jie)算應用(yong)系(xi)(xi)統接入標(biao)(biao)準等(deng)要(yao)求,優先采用(yong)通(tong)用(yong)系(xi)(xi)統解決方案,規(gui)范人工智(zhi)能、生物(wu)識別等(deng)新(xin)信(xin)息(xi)(xi)技術應用(yong)。住房公積(ji)金信(xin)息(xi)(xi)系(xi)(xi)統的基(ji)(ji)礎設(she)(she)施、應用(yong)系(xi)(xi)統、安全防(fang)護等(deng)建(jian)設(she)(she)內容,不得由同一企(qi)業全部承(cheng)建(jian)。

  八、保障措施

  (一(yi))加強組(zu)織領導和統(tong)籌協調(diao)(diao)。各(ge)省(自(zi)治區)住房和城鄉建(jian)(jian)設廳要(yao)加強監督指(zhi)導,統(tong)籌推進(jin)本(ben)行政(zheng)(zheng)區域內住房公(gong)積(ji)金數字化發展工作,積(ji)極宣(xuan)傳推廣典型案(an)例。住房公(gong)積(ji)金管(guan)理委(wei)(wei)員會要(yao)在當地黨(dang)委(wei)(wei)、政(zheng)(zheng)府統(tong)一(yi)領導下,充分發揮決策協調(diao)(diao)作用,建(jian)(jian)立多部門共同參與的數字化發展統(tong)籌協調(diao)(diao)機(ji)(ji)制(zhi)。住房公(gong)積(ji)金管(guan)理中心要(yao)建(jian)(jian)立主要(yao)負責人為第一(yi)責任人的常(chang)態化工作機(ji)(ji)制(zhi),科(ke)學制(zhi)定數字化發展實施方案(an),健(jian)全考核激勵(li)等機(ji)(ji)制(zhi),探(tan)索優化組(zu)織架構,全方位推動住房公(gong)積(ji)金數字化發展。

  (二(er))強(qiang)化(hua)人才建(jian)設和(he)(he)資(zi)(zi)金保障(zhang)。建(jian)立健全(quan)多層(ceng)次、常態化(hua)培訓機制,持續提升干(gan)部(bu)隊伍(wu)數(shu)(shu)字(zi)思(si)維、數(shu)(shu)字(zi)技能(neng)、數(shu)(shu)字(zi)素養,創新數(shu)(shu)字(zi)化(hua)人才引進培養使用機制,建(jian)設一支(zhi)講政治、懂業務(wu)、精技術的復合型干(gan)部(bu)隊伍(wu),有條件(jian)的住房公(gong)積(ji)(ji)金管理(li)中心可建(jian)立首席(xi)數(shu)(shu)據(ju)官制度。建(jian)立推動數(shu)(shu)字(zi)化(hua)發(fa)展專家(jia)團隊,加強(qiang)對數(shu)(shu)字(zi)化(hua)發(fa)展培訓指導。各地要積(ji)(ji)極爭取當(dang)地黨委(wei)政府和(he)(he)有關部(bu)門支(zhi)持,合理(li)安排住房公(gong)積(ji)(ji)金增值收益分配和(he)(he)管理(li)費用支(zhi)出,保障(zhang)住房公(gong)積(ji)(ji)金數(shu)(shu)字(zi)化(hua)發(fa)展的資(zi)(zi)金投入(ru)需求。

  (三(san))健全法規(gui)(gui)制度(du)和(he)(he)規(gui)(gui)范標(biao)準(zhun)(zhun)體系。按(an)照數(shu)字(zi)化發展要求,推(tui)動(dong)完善(shan)住(zhu)房公(gong)積金(jin)相關(guan)法規(gui)(gui)制度(du)。健全住(zhu)房公(gong)積金(jin)數(shu)字(zi)化發展規(gui)(gui)范標(biao)準(zhun)(zhun)體系,加快制定和(he)(he)完善(shan)數(shu)據、系統(tong)建設、業(ye)務(wu)、服務(wu)等規(gui)(gui)范標(biao)準(zhun)(zhun)。各地要切實(shi)做(zuo)好相關(guan)法規(gui)(gui)制度(du)、國家和(he)(he)行(xing)業(ye)標(biao)準(zhun)(zhun)的貫徹(che)實(shi)施工作,完善(shan)配套措施和(he)(he)實(shi)施細則。
