一、堅(jian)決打(da)贏新冠(guan)肺炎(yan)疫情阻擊戰

1. 全力(li)做(zuo)好疫(yi)(yi)(yi)情(qing)(qing)防(fang)(fang)控(kong)。按(an)照“疫(yi)(yi)(yi)情(qing)(qing)就(jiu)是命令,防(fang)(fang)控(kong)就(jiu)是責任”的要求,建立健全全省住房(fang)城鄉建設(she)(she)領(ling)域(yu)疫(yi)(yi)(yi)情(qing)(qing)防(fang)(fang)控(kong)工(gong)作(zuo)組(zu)織(zhi)體系(xi),完善協調(diao)聯(lian)動機制(zhi)(zhi),加(jia)強(qiang)小(xiao)區物(wu)業管(guan)(guan)理(li)、環衛垃(la)圾處理(li)、市政(zheng)運行保(bao)障和建筑施工(gong)管(guan)(guan)控(kong)等工(gong)作(zuo)。根據春(chun)節假期延(yan)長和企業延(yan)遲復(fu)工(gong)要求,部署(shu)做(zuo)好市政(zheng)公用設(she)(she)施保(bao)供運行、疫(yi)(yi)(yi)情(qing)(qing)防(fang)(fang)控(kong)措施落(luo)實、一(yi)線作(zuo)業人員安全防(fang)(fang)護等工(gong)作(zuo)。下沉基層(ceng)一(yi)線開展明查暗訪,及時(shi)發現(xian)解決(jue)問題(ti)。全力(li)協調(diao)疫(yi)(yi)(yi)情(qing)(qing)防(fang)(fang)控(kong)物(wu)資,切實保(bao)障住房(fang)城鄉建設(she)(she)領(ling)域(yu)疫(yi)(yi)(yi)情(qing)(qing)防(fang)(fang)控(kong)工(gong)作(zuo)順利(li)開展。編制(zhi)(zhi)《建筑運行管(guan)(guan)理(li)防(fang)(fang)疫(yi)(yi)(yi)指南(nan)》系(xi)列、《房(fang)屋(wu)市政(zheng)工(gong)程復(fu)工(gong)疫(yi)(yi)(yi)情(qing)(qing)防(fang)(fang)控(kong)指南(nan)》等,強(qiang)化工(gong)作(zuo)指導。

2. 積(ji)極推進復(fu)(fu)(fu)(fu)工復(fu)(fu)(fu)(fu)產(chan)。統籌(chou)疫(yi)情防(fang)控和(he)(he)經濟社會(hui)發展(zhan)工作(zuo)(zuo),按照分區分級分類積(ji)極推進的原則,扎(zha)實做好住(zhu)房城(cheng)鄉建設領域企(qi)業(ye)(ye)復(fu)(fu)(fu)(fu)工復(fu)(fu)(fu)(fu)產(chan),加大(da)重點工程項目復(fu)(fu)(fu)(fu)工和(he)(he)建設力度(du)。印發《關于做好房屋市(shi)政(zheng)工程復(fu)(fu)(fu)(fu)工疫(yi)情防(fang)控和(he)(he)安全生產(chan)工作(zuo)(zuo)的指導意見(jian)(jian)》,強化(hua)復(fu)(fu)(fu)(fu)工疫(yi)情防(fang)控和(he)(he)安全生產(chan)監(jian)管。出臺(tai)《關于新冠肺炎(yan)疫(yi)情影(ying)響下(xia)房屋建筑與市(shi)政(zheng)基礎(chu)設施(shi)工程施(shi)工合同履約及工程價款(kuan)調整的指導意見(jian)(jian)》,防(fang)范和(he)(he)化(hua)解(jie)復(fu)(fu)(fu)(fu)工后可能存在的履約矛盾(dun)。聚(ju)焦疫(yi)情對住(zhu)房城(cheng)鄉建設領域相關行業(ye)(ye)帶來的沖(chong)擊和(he)(he)影(ying)響,研究提出減(jian)輕行業(ye)(ye)企(qi)業(ye)(ye)負擔、緩繳(jiao)企(qi)業(ye)(ye)住(zhu)房公積(ji)金、穩定(ding)房地產(chan)市(shi)場等(deng)政(zheng)策舉措(cuo)。

3. 針(zhen)對性解決(jue)問題(ti)短(duan)板。深刻反思疫情防控(kong)期(qi)間(jian)暴(bao)露出來(lai)的問題(ti)和(he)短(duan)板,修訂完善(shan)原(yuan)有建筑和(he)城(cheng)市相關標準規范,針(zhen)對性推(tui)動改善(shan)和(he)提升(sheng)。圍繞(rao)“平戰結合(he)”,開展應(ying)急狀(zhuang)況(kuang)下城(cheng)市建筑與(yu)公(gong)共空間(jian)應(ying)急轉換(huan)課題(ti)研究,編制(zhi)《公(gong)共衛(wei)生事件下體(ti)育(yu)館應(ying)急改造為(wei)(wei)臨時醫療中心設計指南》,指導各(ge)地將(jiang)體(ti)育(yu)館等公(gong)共設施應(ying)急改造為(wei)(wei)臨時醫療中心作為(wei)(wei)全省各(ge)地災害(hai)應(ying)對儲備選項,有效應(ying)對突發災害(hai)事件。

二(er)、著力(li)推(tui)進老舊小(xiao)區改造和住房(fang)保(bao)障

4. 大力(li)推(tui)(tui)(tui)進城(cheng)鎮老(lao)舊(jiu)小(xiao)(xiao)(xiao)區(qu)(qu)(qu)(qu)改(gai)造(zao)。按照(zhao)國家部署要求,提請省(sheng)政(zheng)府出臺推(tui)(tui)(tui)進城(cheng)鎮老(lao)舊(jiu)小(xiao)(xiao)(xiao)區(qu)(qu)(qu)(qu)改(gai)造(zao)實施意見,召開全省(sheng)工(gong)作推(tui)(tui)(tui)進會議。在(zai)摸清(qing)底(di)數的基礎(chu)上(shang),組織各地編(bian)制城(cheng)鎮老(lao)舊(jiu)小(xiao)(xiao)(xiao)區(qu)(qu)(qu)(qu)綜合(he)整(zheng)治(zhi)(zhi)規劃和(he)年度(du)計劃,明(ming)確年度(du)整(zheng)治(zhi)(zhi)任務、改(gai)造(zao)內容(rong),確保超額(e)完成省(sheng)定老(lao)舊(jiu)小(xiao)(xiao)(xiao)區(qu)(qu)(qu)(qu)改(gai)造(zao)目標任務。認真貫徹中央政(zheng)治(zhi)(zhi)局常(chang)委會會議精神,加快(kuai)補齊老(lao)舊(jiu)小(xiao)(xiao)(xiao)區(qu)(qu)(qu)(qu)在(zai)衛生防疫(yi)、社區(qu)(qu)(qu)(qu)服(fu)務等(deng)方面(mian)的短板。將老(lao)舊(jiu)小(xiao)(xiao)(xiao)區(qu)(qu)(qu)(qu)改(gai)造(zao)和(he)省(sheng)(美麗)宜(yi)(yi)居示范居住(zhu)區(qu)(qu)(qu)(qu)建(jian)設(she)有(you)機結合(he),推(tui)(tui)(tui)動建(jian)成一批省(sheng)(美麗)宜(yi)(yi)居示范居住(zhu)區(qu)(qu)(qu)(qu)。按照(zhao)住(zhu)房城(cheng)鄉建(jian)設(she)部要求,做好(hao)蘇州市老(lao)舊(jiu)小(xiao)(xiao)(xiao)區(qu)(qu)(qu)(qu)改(gai)造(zao)國家試點工(gong)作。

5. 完善城鎮住房(fang)(fang)保(bao)(bao)障(zhang)體系(xi)。繼續實行省定(ding)目(mu)標責任制管理,2020年新開(kai)工(gong)棚(peng)戶(hu)區改造18萬(wan)套,基本建(jian)成8萬(wan)套,新開(kai)工(gong)公租(zu)房(fang)(fang)1500套,發放(fang)租(zu)賃補貼1.7萬(wan)戶(hu)。加(jia)大城市困(kun)難群眾住房(fang)(fang)保(bao)(bao)障(zhang)工(gong)作(zuo)力度,采取實物(wu)配租(zu)和租(zu)賃補貼相結合的方(fang)式,穩(wen)步擴大租(zu)賃補貼保(bao)(bao)障(zhang)覆蓋面。按照住房(fang)(fang)城鄉(xiang)建(jian)設部要求,指導南京、蘇州開(kai)展(zhan)完善住房(fang)(fang)保(bao)(bao)障(zhang)體系(xi)基本制度試點(dian),穩(wen)步推進政策性租(zu)賃住房(fang)(fang)、共有產權(quan)住房(fang)(fang)試點(dian)。

6. 發(fa)展和規范住(zhu)(zhu)房(fang)租(zu)(zu)賃(lin)市場。支(zhi)持人口(kou)凈流入、租(zu)(zu)賃(lin)需求(qiu)缺口(kou)大(da)的(de)城市多渠道籌集租(zu)(zu)賃(lin)房(fang)源,有效解(jie)決新市民居住(zhu)(zhu)問(wen)題。支(zhi)持南京(jing)等國家和省試點(dian)城市扎實做好住(zhu)(zhu)房(fang)租(zu)(zu)賃(lin)試點(dian)工作。切實發(fa)揮住(zhu)(zhu)房(fang)租(zu)(zu)賃(lin)政府(fu)服務平臺作用,擴大(da)市場覆蓋面,進一步規范住(zhu)(zhu)房(fang)租(zu)(zu)賃(lin)市場秩序。

三、著力保(bao)持房地產市(shi)場平穩健(jian)康(kang)發展

7. 完善(shan)房(fang)(fang)地(di)產(chan)調控體制機制。堅持“房(fang)(fang)子是用(yong)(yong)來住的(de)、不(bu)是用(yong)(yong)來炒的(de)”定位,提請省(sheng)委、省(sheng)政府出臺《江(jiang)蘇省(sheng)房(fang)(fang)地(di)產(chan)平穩(wen)健康發展城市主(zhu)體責任制》,實(shi)施“一(yi)城一(yi)策(ce)”工作(zuo)方案(an),以穩(wen)地(di)價穩(wen)房(fang)(fang)價穩(wen)預期為目(mu)標,推動(dong)房(fang)(fang)地(di)產(chan)市場供給側結構性改革,改善(shan)住房(fang)(fang)供應結構和住房(fang)(fang)品質。

8. 加(jia)(jia)大房(fang)地產市場監(jian)(jian)管(guan)力(li)度。加(jia)(jia)強對房(fang)地產開發、交易(yi)、租賃(lin)等環節的監(jian)(jian)管(guan),嚴(yan)肅查處各類違法(fa)違規行為,鞏固住房(fang)租賃(lin)中(zhong)介(jie)機構亂象(xiang)專(zhuan)項整(zheng)治成果。加(jia)(jia)強市場監(jian)(jian)測指導,進一步完善房(fang)地產領域風(feng)險防控機制。根據省委(wei)省政府關于房(fang)地產領域重大風(feng)險排(pai)查化解的部署要求,繼續(xu)防范(fan)和(he)推動(dong)處置“問題樓盤”。

9. 提(ti)升(sheng)物(wu)(wu)業管理(li)服(fu)(fu)務(wu)水(shui)平。推(tui)(tui)進(jin)老舊小(xiao)區(qu)(qu)、保障房以及拆遷(征收)安置房長效管理(li)機制建設,補齊(qi)物(wu)(wu)業短板,提(ti)升(sheng)物(wu)(wu)業管理(li)服(fu)(fu)務(wu)覆蓋面(mian)。持(chi)續開展物(wu)(wu)業服(fu)(fu)務(wu)質(zhi)量和(he)示(shi)范項目評價,強(qiang)化專項檢查和(he)“雙(shuang)隨(sui)機”抽查,著力(li)提(ti)高物(wu)(wu)業管理(li)服(fu)(fu)務(wu)質(zhi)量。推(tui)(tui)進(jin)物(wu)(wu)業管理(li)服(fu)(fu)務(wu)專業化、市(shi)場化、智慧化,延伸物(wu)(wu)業服(fu)(fu)務(wu)范圍和(he)內(nei)容,推(tui)(tui)動(dong)物(wu)(wu)業管理(li)服(fu)(fu)務(wu)融入社區(qu)(qu)治(zhi)理(li)體系。加強(qiang)試點(dian)示(shi)范,推(tui)(tui)動(dong)多方(fang)聯動(dong)服(fu)(fu)務(wu)機制建設,實(shi)現(xian)以黨建引領推(tui)(tui)進(jin)社區(qu)(qu)治(zhi)理(li)、物(wu)(wu)業管理(li)服(fu)(fu)務(wu)和(he)居民自治(zhi)的良性互動(dong)。

10. 提高住房(fang)(fang)公(gong)積(ji)金(jin)服(fu)務效(xiao)能。優(you)化住房(fang)(fang)公(gong)積(ji)金(jin)使用政策,保(bao)(bao)障住房(fang)(fang)公(gong)積(ji)金(jin)資金(jin)和(he)數據安全,保(bao)(bao)持行業全國領先地位。進(jin)(jin)一步落實(shi)“放管服(fu)”改革要求,推進(jin)(jin)數據共享和(he)檔案電子化,加強“智(zhi)慧(hui)公(gong)積(ji)金(jin)”建設,促進(jin)(jin)住房(fang)(fang)公(gong)積(ji)金(jin)業務數字化轉型。鞏固和(he)提升文明行業創(chuang)建質量(liang)和(he)水平。

四、著力提升城(cheng)市功能品(pin)質

11. 推(tui)(tui)進美(mei)(mei)(mei)麗(li)(li)(li)宜(yi)(yi)(yi)居(ju)(ju)(ju)城(cheng)市(shi)試點(dian)(dian)建(jian)(jian)設(she)(she)。在住(zhu)(zhu)房城(cheng)鄉建(jian)(jian)設(she)(she)部指(zhi)導下(xia),扎實推(tui)(tui)進美(mei)(mei)(mei)麗(li)(li)(li)宜(yi)(yi)(yi)居(ju)(ju)(ju)城(cheng)市(shi)試點(dian)(dian)省(sheng)建(jian)(jian)設(she)(she)。提請省(sheng)政府結(jie)合(he)老舊小區(qu)改造(zao)召開(kai)試點(dian)(dian)工作部署會議(yi),明(ming)確美(mei)(mei)(mei)麗(li)(li)(li)宜(yi)(yi)(yi)居(ju)(ju)(ju)城(cheng)市(shi)試點(dian)(dian)城(cheng)市(shi)和試點(dian)(dian)項(xiang)目名單(dan),部署安排下(xia)一階段重點(dian)(dian)工作,推(tui)(tui)動(dong)各地建(jian)(jian)成一批(pi)可推(tui)(tui)廣的(de)美(mei)(mei)(mei)麗(li)(li)(li)宜(yi)(yi)(yi)居(ju)(ju)(ju)住(zhu)(zhu)區(qu)、美(mei)(mei)(mei)麗(li)(li)(li)宜(yi)(yi)(yi)居(ju)(ju)(ju)街區(qu)、美(mei)(mei)(mei)麗(li)(li)(li)宜(yi)(yi)(yi)居(ju)(ju)(ju)小城(cheng)鎮,形成美(mei)(mei)(mei)麗(li)(li)(li)宜(yi)(yi)(yi)居(ju)(ju)(ju)城(cheng)市(shi)建(jian)(jian)設(she)(she)示范經驗(yan)。編制《江蘇(su)省(sheng)美(mei)(mei)(mei)麗(li)(li)(li)宜(yi)(yi)(yi)居(ju)(ju)(ju)城(cheng)市(shi)建(jian)(jian)設(she)(she)指(zhi)引》、《美(mei)(mei)(mei)麗(li)(li)(li)宜(yi)(yi)(yi)居(ju)(ju)(ju)城(cheng)市(shi)實踐案例集》、《江蘇(su)省(sheng)宜(yi)(yi)(yi)居(ju)(ju)(ju)住(zhu)(zhu)區(qu)建(jian)(jian)設(she)(she)(老舊小區(qu)改造(zao))技(ji)術(shu)導則(ze)》,加強對(dui)試點(dian)(dian)建(jian)(jian)設(she)(she)的(de)技(ji)術(shu)指(zhi)導。

12. 強化(hua)歷(li)史(shi)(shi)(shi)(shi)文(wen)(wen)化(hua)保護(hu)利用。支(zhi)持有條件的(de)地方積極(ji)申(shen)報國家和(he)省(sheng)級歷(li)史(shi)(shi)(shi)(shi)文(wen)(wen)化(hua)名(ming)(ming)(ming)城(cheng)名(ming)(ming)(ming)鎮名(ming)(ming)(ming)村(cun)和(he)傳統(tong)村(cun)落(luo),分批次認定公(gong)布省(sheng)級傳統(tong)村(cun)落(luo)和(he)傳統(tong)建筑(zhu)組群名(ming)(ming)(ming)錄。加(jia)強大運河沿線歷(li)史(shi)(shi)(shi)(shi)文(wen)(wen)化(hua)名(ming)(ming)(ming)鎮和(he)歷(li)史(shi)(shi)(shi)(shi)文(wen)(wen)化(hua)街區(qu)保護(hu)提升。加(jia)快2035版國家歷(li)史(shi)(shi)(shi)(shi)文(wen)(wen)化(hua)名(ming)(ming)(ming)城(cheng)名(ming)(ming)(ming)鎮名(ming)(ming)(ming)村(cun)保護(hu)規劃修(xiu)編工作,推動《江蘇省(sheng)歷(li)史(shi)(shi)(shi)(shi)文(wen)(wen)化(hua)名(ming)(ming)(ming)城(cheng)名(ming)(ming)(ming)鎮保護(hu)條例》、《關(guan)于進一步規范(fan)歷(li)史(shi)(shi)(shi)(shi)文(wen)(wen)化(hua)名(ming)(ming)(ming)城(cheng)名(ming)(ming)(ming)鎮名(ming)(ming)(ming)村(cun)申(shen)報認定工作的(de)意見》、《江蘇省(sheng)歷(li)史(shi)(shi)(shi)(shi)文(wen)(wen)化(hua)街區(qu)保護(hu)規劃編制(zhi)導則(ze)》修(xiu)訂(ding)工作。編制(zhi)《江蘇省(sheng)歷(li)史(shi)(shi)(shi)(shi)建筑(zhu)確定與保護(hu)利用技(ji)術(shu)導則(ze)》,加(jia)快推進歷(li)史(shi)(shi)(shi)(shi)建筑(zhu)確定和(he)保護(hu)利用試點,力爭歷(li)史(shi)(shi)(shi)(shi)建筑(zhu)確定全覆蓋。

13. 推動城(cheng)(cheng)市(shi)(shi)(shi)空間(jian)品質提(ti)升。修訂完善江蘇人居環境(jing)獎、優秀管理城(cheng)(cheng)市(shi)(shi)(shi)、生態(tai)園(yuan)林(lin)城(cheng)(cheng)市(shi)(shi)(shi)等相(xiang)(xiang)關標準,推動城(cheng)(cheng)市(shi)(shi)(shi)高質量(liang)發展(zhan)。按照住(zhu)房城(cheng)(cheng)鄉建(jian)設(she)(she)部要求,做好(hao)城(cheng)(cheng)市(shi)(shi)(shi)設(she)(she)計、城(cheng)(cheng)市(shi)(shi)(shi)“雙修”、城(cheng)(cheng)市(shi)(shi)(shi)體(ti)檢試點等相(xiang)(xiang)關工(gong)(gong)作。以建(jian)設(she)(she)生態(tai)園(yuan)林(lin)城(cheng)(cheng)市(shi)(shi)(shi)為抓手(shou),系統推動城(cheng)(cheng)市(shi)(shi)(shi)園(yuan)林(lin)綠(lv)地系統建(jian)設(she)(she),貫(guan)通(tong)城(cheng)(cheng)市(shi)(shi)(shi)綠(lv)道(dao)(dao)(dao)、生態(tai)廊道(dao)(dao)(dao)和通(tong)風廊道(dao)(dao)(dao),到(dao)2020年底(di),每個(ge)設(she)(she)區(qu)市(shi)(shi)(shi)建(jian)成綠(lv)道(dao)(dao)(dao)達到(dao)100公里。新(xin)改建(jian)80個(ge)便民型公園(yuan)綠(lv)地,城(cheng)(cheng)市(shi)(shi)(shi)公園(yuan)免(mian)費開放率(lv)達到(dao)95%以上。扎實做好(hao)第(di)十(shi)一屆(jie)、第(di)十(shi)二屆(jie)江蘇省(sheng)園(yuan)藝博覽會各(ge)項籌(chou)備工(gong)(gong)作,支持徐州市(shi)(shi)(shi)做好(hao)第(di)十(shi)三屆(jie)中(zhong)國國際園(yuan)林(lin)博覽會籌(chou)備工(gong)(gong)作。

五、著(zhu)力推進城市市政(zheng)基礎設施“補(bu)短板”

15. 深化城市(shi)(shi)黑(hei)(hei)臭(chou)(chou)水(shui)體(ti)(ti)(ti)治(zhi)理。推動蘇中蘇北(bei)地(di)(di)區(qu)(qu)縣(xian)級(ji)城市(shi)(shi)建(jian)成(cheng)(cheng)區(qu)(qu)黑(hei)(hei)臭(chou)(chou)水(shui)體(ti)(ti)(ti)治(zhi)理,實(shi)(shi)施60個以上城市(shi)(shi)黑(hei)(hei)臭(chou)(chou)水(shui)體(ti)(ti)(ti)整(zheng)治(zhi),力(li)爭用兩年時(shi)間(jian)基(ji)本消除全省(sheng)縣(xian)級(ji)城市(shi)(shi)建(jian)成(cheng)(cheng)區(qu)(qu)黑(hei)(hei)臭(chou)(chou)水(shui)體(ti)(ti)(ti)。開展已(yi)完成(cheng)(cheng)整(zheng)治(zhi)的城市(shi)(shi)黑(hei)(hei)臭(chou)(chou)水(shui)體(ti)(ti)(ti)整(zheng)治(zhi)效果(guo)后評估工(gong)作(zuo),落實(shi)(shi)長效管理措施,發揮(hui)“河長制(zhi)”作(zuo)用,逐步實(shi)(shi)現水(shui)體(ti)(ti)(ti)“長制(zhi)久清(qing)”。放大黑(hei)(hei)臭(chou)(chou)水(shui)體(ti)(ti)(ti)整(zheng)治(zhi)的人居環(huan)境改善效應,因地(di)(di)制(zhi)宜(yi)推動城市(shi)(shi)濱水(shui)空間(jian)品質(zhi)提升(sheng)。按(an)照(zhao)住房城鄉建(jian)設部要求(qiu),指導督促淮安、宿遷、鹽城三(san)市(shi)(shi)做(zuo)好全國(guo)黑(hei)(hei)臭(chou)(chou)水(shui)體(ti)(ti)(ti)治(zhi)理示范城市(shi)(shi)建(jian)設。

16. 加快城市(shi)水(shui)生態(tai)基礎設施(shi)建(jian)(jian)(jian)設。全(quan)面啟動(dong)城鎮(zhen)(zhen)(zhen)(zhen)污水(shui)處(chu)(chu)(chu)理(li)(li)(li)提(ti)質增效精準攻(gong)堅“333”行動(dong),完成“三消除”“三整(zheng)治(zhi)”“三提(ti)升”年度工(gong)作(zuo)任務(wu),新(xin)增城鎮(zhen)(zhen)(zhen)(zhen)污水(shui)處(chu)(chu)(chu)理(li)(li)(li)能(neng)力(li)(li)80萬噸/日(ri)以上。圍繞(rao)長江(jiang)大(da)保護“4+1”專(zhuan)項(xiang)整(zheng)治(zhi)要求(qiu),推(tui)進(jin)(jin)沿江(jiang)城鎮(zhen)(zhen)(zhen)(zhen)生活(huo)污水(shui)垃圾專(zhuan)項(xiang)治(zhi)理(li)(li)(li);圍繞(rao)太湖流域(yu)(yu)污染治(zhi)理(li)(li)(li)要求(qiu),完成流域(yu)(yu)城鎮(zhen)(zhen)(zhen)(zhen)污水(shui)處(chu)(chu)(chu)理(li)(li)(li)廠排放限值提(ti)標(biao)改造;圍繞(rao)洪澤湖水(shui)質提(ti)升要求(qiu),推(tui)動(dong)沿湖城鎮(zhen)(zhen)(zhen)(zhen)污水(shui)處(chu)(chu)(chu)理(li)(li)(li)設施(shi)建(jian)(jian)(jian)設和黑臭水(shui)體整(zheng)治(zhi)。針(zhen)對蘇中蘇北地區(qu)鄉(xiang)鎮(zhen)(zhen)(zhen)(zhen)污水(shui)處(chu)(chu)(chu)理(li)(li)(li)設施(shi)運行短板(ban),大(da)力(li)(li)推(tui)進(jin)(jin)污水(shui)收(shou)集管網建(jian)(jian)(jian)設和“四(si)統(tong)一”運行模式。結合(he)老舊小區(qu)改造、黑臭水(shui)體治(zhi)理(li)(li)(li)、易(yi)淹(yan)易(yi)澇片區(qu)整(zheng)治(zhi),深入(ru)推(tui)進(jin)(jin)海(hai)綿城市(shi)建(jian)(jian)(jian)設,建(jian)(jian)(jian)立完善(shan)新(xin)建(jian)(jian)(jian)改建(jian)(jian)(jian)項(xiang)目全(quan)流程管控機制(zhi)。完成第(di)一批省級海(hai)綿試(shi)(shi)點城市(shi)驗(yan)收(shou),加快推(tui)進(jin)(jin)第(di)二批試(shi)(shi)點城市(shi)建(jian)(jian)(jian)設。整(zheng)合(he)海(hai)綿城市(shi)建(jian)(jian)(jian)設各類(lei)技術指(zhi)南(nan)、導則等(deng),編制(zhi)《江(jiang)蘇省海(hai)綿城市(shi)建(jian)(jian)(jian)設系列技術指(zhi)引(yin)(2020版)》。繼續做好節水(shui)型城市(shi)創建(jian)(jian)(jian)工(gong)作(zuo)。

17. 推(tui)進(jin)城(cheng)市(shi)市(shi)政管(guan)(guan)網(wang)和停(ting)(ting)車(che)(che)場建設(she)。認真貫徹(che)中(zhong)央經(jing)濟(ji)工(gong)(gong)作會議精神,加大城(cheng)市(shi)老(lao)舊(jiu)管(guan)(guan)網(wang)改造力度,新(xin)建城(cheng)鎮污水(shui)管(guan)(guan)網(wang)1500公(gong)里(li)(li),改造修復城(cheng)鎮污水(shui)管(guan)(guan)網(wang)500公(gong)里(li)(li);新(xin)建供水(shui)管(guan)(guan)網(wang)1500公(gong)里(li)(li),完成老(lao)舊(jiu)供水(shui)管(guan)(guan)網(wang)改造1000公(gong)里(li)(li);完成210公(gong)里(li)(li)老(lao)舊(jiu)燃(ran)氣管(guan)(guan)線(xian)改造。因地制(zhi)宜推(tui)進(jin)地下綜(zong)合管(guan)(guan)廊(lang)建設(she),積極推(tui)動管(guan)(guan)線(xian)入廊(lang)工(gong)(gong)作。深入實(shi)施停(ting)(ting)車(che)(che)便利化工(gong)(gong)程(cheng),推(tui)進(jin)城(cheng)市(shi)停(ting)(ting)車(che)(che)智慧化,緩解商(shang)業中(zhong)心、學校醫(yi)院、老(lao)舊(jiu)小區等重點地段停(ting)(ting)車(che)(che)矛盾,新(xin)增公(gong)共停(ting)(ting)車(che)(che)泊位(wei)10萬個以上。

六、著力提高(gao)村鎮建(jian)設(she)水平

18. 完成(cheng)農村(cun)(cun)(cun)危(wei)房(fang)(fang)改(gai)造(zao)(zao)(zao)。按照國家和省關于解決“兩不愁三保(bao)障”的(de)收官要求,進一(yi)步推(tui)進農村(cun)(cun)(cun)危(wei)房(fang)(fang)改(gai)造(zao)(zao)(zao),2020年(nian)(nian)6月(yue)底(di)(di)前全(quan)面(mian)完成(cheng)省下達的(de)既有農村(cun)(cun)(cun)四類(lei)重點(dian)對象(xiang)危(wei)房(fang)(fang)改(gai)造(zao)(zao)(zao)任(ren)務。動態掌握(wo)農村(cun)(cun)(cun)四類(lei)重點(dian)對象(xiang)危(wei)房(fang)(fang)情況,將新增的(de)農村(cun)(cun)(cun)四類(lei)重點(dian)對象(xiang)危(wei)房(fang)(fang)及(ji)時納入改(gai)造(zao)(zao)(zao)計劃,確保(bao)2020年(nian)(nian)底(di)(di)前全(quan)面(mian)完成(cheng)改(gai)造(zao)(zao)(zao)任(ren)務。

19. 改(gai)善(shan)蘇(su)北地區農民群眾住(zhu)房(fang)條件。開(kai)展2019年度改(gai)善(shan)項(xiang)目(mu)(mu)(mu)(mu)考核驗(yan)收(shou)、工(gong)作績效評價、資金結算等(deng)工(gong)作。圍繞省(sheng)定改(gai)善(shan)10萬(wan)戶蘇(su)北地區農民群眾住(zhu)房(fang)條件目(mu)(mu)(mu)(mu)標任務,及(ji)時細化分解年度目(mu)(mu)(mu)(mu)標,確定項(xiang)目(mu)(mu)(mu)(mu)實(shi)施清單。持續強化蹲點指(zhi)導、第(di)三(san)方技(ji)術(shu)巡查(cha)、對口跟蹤指(zhi)導的“三(san)位一(yi)體(ti)(ti)”指(zhi)導機(ji)制和(he)暗(an)訪督(du)查(cha)機(ji)制,壓緊壓實(shi)市縣主(zhu)體(ti)(ti)責任。通過現場推進會、工(gong)作簡報、通報等(deng)多種形式,切實(shi)加大工(gong)作推進力度。對首批29個(ge)省(sheng)級示范創建項(xiang)目(mu)(mu)(mu)(mu)進行全(quan)過程(cheng)跟蹤指(zhi)導的同(tong)時,組織第(di)二(er)批省(sheng)級示范項(xiang)目(mu)(mu)(mu)(mu)創建,加強規(gui)劃(hua)設計方案(an)前期把關和(he)全(quan)過程(cheng)指(zhi)導。完善(shan)提升農房(fang)建設管(guan)理(li)信息系(xi)統功能,強化農房(fang)改(gai)善(shan)全(quan)過程(cheng)服(fu)務和(he)信息資料管(guan)理(li)。持續動(dong)態更新并優化拓展農房(fang)建設服(fu)務網,提供線上專(zhuan)家免(mian)費咨詢和(he)線下中青年設計師技(ji)術(shu)指(zhi)導服(fu)務。推動(dong)全(quan)省(sheng)農房(fang)改(gai)善(shan)項(xiang)目(mu)(mu)(mu)(mu)整體(ti)(ti)品質提升,建成一(yi)批“建設品質高(gao)、公共服(fu)務好、產業(ye)發展優、環境條件佳(jia)、文化特色足”的新型社區。

20. 推進特(te)(te)色田園鄉(xiang)(xiang)村(cun)(cun)建(jian)(jian)設(she)。深化特(te)(te)色田園鄉(xiang)(xiang)村(cun)(cun)省(sheng)級(ji)試點村(cun)(cun)莊(zhuang)建(jian)(jian)設(she),按照(zhao)“成熟一批(pi),驗(yan)(yan)收一批(pi)”的(de)原(yuan)則,對(dui)達到(dao)驗(yan)(yan)收條(tiao)件的(de)省(sheng)級(ji)試點村(cun)(cun)莊(zhuang)分(fen)期(qi)分(fen)批(pi)組織(zhi)驗(yan)(yan)收命名。穩步有序(xu)組織(zhi)開展面上(shang)創建(jian)(jian)工(gong)作(zuo),制定特(te)(te)色田園鄉(xiang)(xiang)村(cun)(cun)面上(shang)創建(jian)(jian)有關(guan)工(gong)作(zuo)意見,深化工(gong)作(zuo)內涵,優化評(ping)價標準,健全體制機制,強化資(zi)源要素保障,持續(xu)推動建(jian)(jian)成一批(pi)立足鄉(xiang)(xiang)土社(she)會(hui)、富有地域特(te)(te)色、承載田園鄉(xiang)(xiang)愁、體現現代(dai)文明的(de)特(te)(te)色田園鄉(xiang)(xiang)村(cun)(cun)。

21. 開展農(nong)(nong)村生(sheng)活(huo)(huo)(huo)垃圾(ji)(ji)治(zhi)理。完善(shan)城鄉(xiang)統籌生(sheng)活(huo)(huo)(huo)垃圾(ji)(ji)收運處置(zhi)(zhi)體系,基本(ben)實現收運處置(zhi)(zhi)體系行政村全覆(fu)蓋。有序推進農(nong)(nong)村生(sheng)活(huo)(huo)(huo)垃圾(ji)(ji)分(fen)類試點(dian)(dian)示范,進一步擴大試點(dian)(dian)范圍,到2020年底有條件(jian)的地(di)區(qu)全面開展農(nong)(nong)村生(sheng)活(huo)(huo)(huo)垃圾(ji)(ji)分(fen)類,其他涉農(nong)(nong)縣(市、區(qu))至(zhi)少有1個鄉(xiang)鎮(zhen)開展農(nong)(nong)村生(sheng)活(huo)(huo)(huo)垃圾(ji)(ji)分(fen)類試點(dian)(dian)示范。基本(ben)完成農(nong)(nong)村地(di)區(qu)非正規垃圾(ji)(ji)(生(sheng)活(huo)(huo)(huo)、建筑垃圾(ji)(ji))堆放點(dian)(dian)整(zheng)治(zhi)。

22. 推動小(xiao)(xiao)城鎮(zhen)(zhen)(zhen)多(duo)元特(te)色(se)發展(zhan)。按照“分類引導、差別(bie)發展(zhan)、擇優培育”的(de)原則,著(zhu)力培育一批具有潛力的(de)省級重點(dian)中心鎮(zhen)(zhen)(zhen)和特(te)色(se)小(xiao)(xiao)城鎮(zhen)(zhen)(zhen)。以縣(市、區)為(wei)單位統籌推進被撤(che)并(bing)鄉(xiang)鎮(zhen)(zhen)(zhen)集鎮(zhen)(zhen)(zhen)區環境綜合(he)整治,優先解決社(she)會關注(zhu)、群眾反映強烈的(de)突出(chu)問題。

七、著(zhu)力加強城(cheng)市精細化管(guan)理

23. 加強(qiang)城(cheng)(cheng)(cheng)市管(guan)理(li)(li)能力建(jian)(jian)設(she)。持續(xu)深入推(tui)進(jin)城(cheng)(cheng)(cheng)管(guan)綜(zong)合(he)執法(fa)體(ti)制改革,開展行政執法(fa)人員分級(ji)(ji)培訓,加強(qiang)行政執法(fa)隊伍規范化建(jian)(jian)設(she)。扎實開展“強(qiang)基礎、轉作風、樹形象”執法(fa)服(fu)務(wu)水平提(ti)升年活(huo)動。推(tui)動建(jian)(jian)立(li)城(cheng)(cheng)(cheng)市管(guan)理(li)(li)“雙微”快(kuai)速處(chu)置機制。以住房城(cheng)(cheng)(cheng)鄉建(jian)(jian)設(she)部城(cheng)(cheng)(cheng)市綜(zong)合(he)管(guan)理(li)(li)服(fu)務(wu)平臺建(jian)(jian)設(she)為契機,加快(kuai)推(tui)進(jin)省(sheng)級(ji)(ji)城(cheng)(cheng)(cheng)市管(guan)理(li)(li)綜(zong)合(he)服(fu)務(wu)平臺建(jian)(jian)設(she),積極推(tui)動各地數字化城(cheng)(cheng)(cheng)管(guan)智慧化升級(ji)(ji)。

24. 推(tui)進(jin)(jin)生活(huo)垃(la)圾分(fen)類(lei)。召開(kai)全省(sheng)城(cheng)市生活(huo)垃(la)圾分(fen)類(lei)和治理(li)工(gong)作(zuo)推(tui)進(jin)(jin)會(hui),印發(fa)《關于持續深入推(tui)進(jin)(jin)生活(huo)垃(la)圾分(fen)類(lei)工(gong)作(zuo)的意(yi)見(2020-2025)》。加強部門(men)協作(zuo)和對地方工(gong)作(zuo)指(zhi)導,會(hui)同省(sheng)生態環境(jing)廳研(yan)究(jiu)(jiu)制定加強有害垃(la)圾分(fen)類(lei)收(shou)運(yun)處(chu)理(li)意(yi)見,會(hui)同省(sheng)商(shang)務廳、省(sheng)供銷(xiao)社研(yan)究(jiu)(jiu)制定推(tui)進(jin)(jin)“兩網(wang)融合”促(cu)進(jin)(jin)資源(yuan)回收(shou)利用的指(zhi)導意(yi)見,切實做好有害垃(la)圾分(fen)類(lei)收(shou)運(yun)處(chu)理(li)和可回收(shou)物(wu)循環利用工(gong)作(zuo)。做好船舶生活(huo)垃(la)圾接收(shou)處(chu)置。培育形(xing)成(cheng)(cheng)一批省(sheng)級垃(la)圾分(fen)類(lei)全鏈(lian)條處(chu)置示范片區,完成(cheng)(cheng)1500個垃(la)圾分(fen)類(lei)達標小區驗(yan)收(shou)工(gong)作(zuo)。

36. 深化(hua)(hua)工(gong)(gong)程(cheng)建設(she)項(xiang)目(mu)(mu)審(shen)(shen)(shen)(shen)批(pi)制度(du)改革(ge)。推(tui)(tui)廣(guang)改革(ge)成功經(jing)驗(yan),進一(yi)(yi)步精(jing)簡審(shen)(shen)(shen)(shen)批(pi)事項(xiang),規(gui)(gui)范(fan)辦事指(zhi)南,優(you)化(hua)(hua)審(shen)(shen)(shen)(shen)批(pi)流程(cheng),完善“一(yi)(yi)張表單”和相關配套制度(du),發(fa)揮“多規(gui)(gui)合(he)一(yi)(yi)”業務協(xie)同、數字化(hua)(hua)聯合(he)審(shen)(shen)(shen)(shen)圖、限時聯合(he)驗(yan)收(shou)、告知(zhi)承諾、區域評估、“一(yi)(yi)窗受理(li)”、“不見面審(shen)(shen)(shen)(shen)批(pi)”等改革(ge)措施的(de)綜合(he)效應,完善工(gong)(gong)程(cheng)建設(she)項(xiang)目(mu)(mu)審(shen)(shen)(shen)(shen)批(pi)管(guan)理(li)系統(tong)全程(cheng)在線、智能(neng)(neng)組卷、自動推(tui)(tui)送(song)、協(xie)同審(shen)(shen)(shen)(shen)批(pi)功能(neng)(neng),全面實現(xian)工(gong)(gong)程(cheng)建設(she)項(xiang)目(mu)(mu)審(shen)(shen)(shen)(shen)批(pi)時限壓縮至100個工(gong)(gong)作日以內、統(tong)一(yi)(yi)的(de)工(gong)(gong)程(cheng)建設(she)項(xiang)目(mu)(mu)審(shen)(shen)(shen)(shen)批(pi)管(guan)理(li)體系基本形成的(de)改革(ge)目(mu)(mu)標。

37. 推進(jin)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)組(zu)織實施(shi)方式變革。加大工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承包(bao)推行(xing)力(li)度(du),規(gui)范(fan)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承包(bao)行(xing)為,印發《關于加快(kuai)推進(jin)房屋建筑和(he)市政基礎設施(shi)項(xiang)目工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承包(bao)發展的實施(shi)意見》,完善(shan)(shan)推進(jin)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承包(bao)的工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)招投標(biao)、工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)計價等配(pei)套(tao)措施(shi)。積極(ji)培育全(quan)過(guo)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)咨(zi)詢服務市場(chang),加大力(li)度(du)推進(jin)設計師負責制。認真總(zong)(zong)結工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承包(bao)和(he)全(quan)過(guo)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)咨(zi)詢試點經驗,進(jin)一步(bu)擇(ze)優選擇(ze)示范(fan)企業和(he)示范(fan)項(xiang)目,強化引領(ling)作(zuo)用,并(bing)促(cu)進(jin)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承包(bao)和(he)全(quan)過(guo)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)咨(zi)詢融(rong)合發展。大力(li)推進(jin)政府投資工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)全(quan)面實行(xing)集(ji)中建設,實現“運(yun)行(xing)規(gui)范(fan)有序、規(gui)章制度(du)完善(shan)(shan)、監管體系健全(quan)”目標(biao),監督保障省級(ji)項(xiang)目順(shun)利實施(shi)。

38. 深化(hua)招(zhao)投標(biao)(biao)制(zhi)度改革。制(zhi)定(ding)《深化(hua)我省房屋(wu)建筑和市(shi)政基礎設施工程領域招(zhao)標(biao)(biao)投標(biao)(biao)改革的(de)若干意見》,強化(hua)招(zhao)標(biao)(biao)人自(zi)主權,夯實(shi)(shi)招(zhao)標(biao)(biao)人主體(ti)責任,放(fang)寬資格預審的(de)使用范圍,優化(hua)調整施工評標(biao)(biao)方(fang)法,擴大“評定(ding)分離”的(de)適用范圍,低價(jia)中標(biao)(biao)實(shi)(shi)行高額履約擔保。調整最高投標(biao)(biao)限價(jia)(招(zhao)標(biao)(biao)控制(zhi)價(jia))的(de)編制(zhi)原則和方(fang)法,逐步建立市(shi)場形成價(jia)格機制(zhi)。

39. 提升(sheng)行政審批服(fu)(fu)(fu)務便民化水(shui)平。率(lv)先在(zai)省政務服(fu)(fu)(fu)務大廳實行“一(yi)窗綜(zong)合受理、一(yi)網通辦(ban)、一(yi)站(zhan)式(shi)服(fu)(fu)(fu)務”,推行標(biao)準(zhun)化服(fu)(fu)(fu)務、規(gui)范化管理。按照“四(si)(si)級四(si)(si)同”要求,在(zai)江蘇省政務服(fu)(fu)(fu)務網站(zhan)上公布9類資(zi)質(zhi)許可辦(ban)事(shi)指南,提高審批服(fu)(fu)(fu)務質(zhi)量。對(dui)9類建設(she)工程企業(ye)資(zi)質(zhi)證書實行電子化。適時開展建筑業(ye)企業(ye)資(zi)質(zhi)審批告知承諾(nuo)制(zhi)試點(dian)工作。

十一、著(zhu)力抓(zhua)好(hao)“十四五”規劃編(bian)制(zhi)和科(ke)技創新(xin)

40. 編制“十四五”專(zhuan)項規(gui)劃。在評估“十三五”規(gui)劃實施的(de)基礎上,立(li)足省(sheng)情和住房城(cheng)鄉(xiang)(xiang)建(jian)設事(shi)業發展(zhan)(zhan)實際,實事(shi)求是、遵循規(gui)律,著眼長遠、統籌兼顧(gu),通(tong)過重大課題(ti)深(shen)入調查研(yan)究,匯(hui)眾智、聚眾力,起草形成“十四五”住房城(cheng)鄉(xiang)(xiang)建(jian)設領域(yu)(yu)專(zhuan)項規(gui)劃草案,科(ke)學謀劃“十四五”時期全省(sheng)住房城(cheng)鄉(xiang)(xiang)建(jian)設領域(yu)(yu)的(de)發展(zhan)(zhan)目標,研(yan)究提出工作思(si)路和任務舉措。認真做好與省(sheng)“十四五”經濟社會發展(zhan)(zhan)規(gui)劃綱要、住房城(cheng)鄉(xiang)(xiang)建(jian)設部(bu)專(zhuan)項規(gui)劃的(de)有機銜接(jie)。

41. 推(tui)進新型智(zhi)庫(ku)建(jian)(jian)設。建(jian)(jian)立省(sheng)住房(fang)城鄉建(jian)(jian)設系統新型智(zhi)庫(ku)體系,著力開展前(qian)瞻(zhan)性(xing)、針對性(xing)和儲備性(xing)政策研究,重(zhong)點培育建(jian)(jian)設一批具有(you)(you)較(jiao)大影(ying)響力的行業高端智(zhi)庫(ku)。成立廳科(ke)學(xue)技(ji)術委員會及有(you)(you)關專業委員會,建(jian)(jian)立完善高質量建(jian)(jian)設與建(jian)(jian)設科(ke)技(ji)的決(jue)策咨(zi)詢(xun)機制。

42. 加強(qiang)技(ji)(ji)術研(yan)究(jiu)和標準(zhun)(zhun)制定。深入開(kai)(kai)展技(ji)(ji)術創新性強(qiang)、對行業發展有重要(yao)推動作(zuo)用(yong)、具有較高(gao)(gao)推廣(guang)價(jia)值(zhi)的科技(ji)(ji)項目(mu)研(yan)究(jiu),不斷(duan)完善工(gong)(gong)程建(jian)設地方標準(zhun)(zhun),用(yong)高(gao)(gao)標準(zhun)(zhun)支撐(cheng)城鄉建(jian)設高(gao)(gao)質量發展。建(jian)立科技(ji)(ji)創新誠信管理(li)(li)機制,建(jian)設一批省(sheng)級建(jian)設科技(ji)(ji)創新基地,提升住(zhu)房城鄉建(jian)設系統科技(ji)(ji)創新能力。開(kai)(kai)展《江(jiang)蘇省(sheng)工(gong)(gong)程建(jian)設標準(zhun)(zhun)化管理(li)(li)辦法》立項調研(yan)。

十二、著力加強行業黨(dang)的建設

43. 提升黨(dang)的(de)建(jian)設質量和(he)水平。鞏固擴展(zhan)“不忘初心、牢記使(shi)命(ming)”主(zhu)題教育成果,持續(xu)抓(zhua)好(hao)各行業專項(xiang)整治(zhi)任務,及時將有(you)效經(jing)驗做法上升為制度機制,推動新思想學深、悟透和(he)做實。加(jia)強黨(dang)性(xing)鍛煉和(he)政治(zhi)歷練,推進“三個表率”模范機關(guan)建(jian)設,堅決(jue)做到“兩個維(wei)護”。落實意識(shi)形態(tai)工作責任,扎實開(kai)展(zhan)風險排查(cha)和(he)防(fang)控,增強應對和(he)斗爭(zheng)能力。圍繞(rao)落實住房城鄉建(jian)設年度重點目標任務,堅持不懈推進黨(dang)建(jian)引領行業高質量發展(zhan),創新推進黨(dang)務和(he)業務深度融合(he),切(qie)實提升群眾滿意度。

44. 深化(hua)作(zuo)風建(jian)設成(cheng)(cheng)效。堅持密切聯系群眾制(zhi)度(du),提倡蹲(dun)點調研(yan)、“解(jie)剖(pou)麻雀”,持之以恒(heng)整治(zhi)形式(shi)主義、官僚主義。改進工作(zuo)方式(shi),加(jia)大(da)為基層減負力度(du)。抓細抓實既(ji)定的各項制(zhi)度(du)規定,讓守規矩、遵規章成(cheng)(cheng)為全系統廣大(da)干部(bu)職工的自覺行(xing)動。加(jia)強全行(xing)業(ye)精神文明建(jian)設,健全作(zuo)風建(jian)設常(chang)態(tai)和長效化(hua)機制(zhi)。

45. 加強黨(dang)風(feng)廉(lian)政(zheng)建設和(he)(he)反腐敗工作。堅(jian)持(chi)“嚴”字當(dang)頭,把(ba)“嚴”的(de)主基調長期堅(jian)持(chi)下去,用(yong)好黨(dang)章、準(zhun)則、條例、規則等管(guan)(guan)黨(dang)治黨(dang)制度利器,推動主體責任、監(jian)(jian)督責任落(luo)地落(luo)實落(luo)細。緊盯行業管(guan)(guan)理和(he)(he)權(quan)(quan)力(li)運行重點部(bu)位和(he)(he)關鍵環節,運用(yong)信息化(hua)手(shou)段對行使權(quan)(quan)力(li)行為(wei)(wei)進行有效的(de)管(guan)(guan)理,把(ba)依(yi)法依(yi)規依(yi)紀(ji)(ji)辦事作為(wei)(wei)防范(fan)廉(lian)政(zheng)風(feng)險的(de)根本(ben)措施。持(chi)續(xu)開展紀(ji)(ji)律教育和(he)(he)巡(xun)察(cha)監(jian)(jian)督,充分(fen)運用(yong)監(jian)(jian)督執紀(ji)(ji)“四種(zhong)形態”,強化(hua)監(jian)(jian)督執紀(ji)(ji)問(wen)責,強化(hua)安全警示作用(yong),督促黨(dang)員(yuan)干(gan)部(bu)將紀(ji)(ji)律要求轉(zhuan)化(hua)為(wei)(wei)日常習(xi)慣。

46. 打造高素(su)質人(ren)(ren)才隊(dui)伍。深化落實“三項機制(zhi)”和“五(wu)突出五(wu)強化”選人(ren)(ren)用(yong)(yong)人(ren)(ren)機制(zhi),把從(cong)嚴管理(li)和“好干部(bu)(bu)”標準貫穿干部(bu)(bu)選任工作(zuo)始終,扎(zha)實推(tui)進忠誠干凈擔(dan)當的高素(su)質干部(bu)(bu)隊(dui)伍建(jian)設。健(jian)全“五(wu)堅持五(wu)提(ti)升(sheng)”人(ren)(ren)才工作(zuo)體(ti)系(xi)(xi),持續推(tui)進產業(ye)和人(ren)(ren)才融合發展。努力維護職(zhi)(zhi)工合法權(quan)益,積極營(ying)造和諧勞(lao)動(dong)(dong)關系(xi)(xi),充分(fen)發揮勞(lao)模、能(neng)工巧匠示范(fan)引領作(zuo)用(yong)(yong)。組織實施全省住房城鄉建(jian)設系(xi)(xi)統職(zhi)(zhi)業(ye)能(neng)力提(ti)升(sheng)行動(dong)(dong)實施方案(2019—2021年)。
