我國(guo)超高(gao)(gao)(gao)層建(jian)(jian)筑的建(jian)(jian)設(she)使用,在集(ji)約利用土(tu)地資源、推(tui)動建(jian)(jian)筑工程(cheng)技術進(jin)步(bu)、促進(jin)城(cheng)市(shi)經濟社會發(fa)(fa)展等方面發(fa)(fa)揮了積極作用。但近年來,一些城(cheng)市(shi)攀比建(jian)(jian)設(she)超高(gao)(gao)(gao)層建(jian)(jian)筑,盲(mang)目追求高(gao)(gao)(gao)度第一、形式(shi)(shi)奇特,脫離實際需求,抬高(gao)(gao)(gao)成本投(tou)入,加劇能源消耗,加大安(an)全管理難度。為貫徹落(luo)實新發(fa)(fa)展理念,統籌發(fa)(fa)展與安(an)全,轉變城(cheng)市(shi)開(kai)發(fa)(fa)建(jian)(jian)設(she)方式(shi)(shi),科學規劃建(jian)(jian)設(she)管理超高(gao)(gao)(gao)層建(jian)(jian)筑,促進(jin)城(cheng)市(shi)高(gao)(gao)(gao)質量發(fa)(fa)展,現就(jiu)有關(guan)事項通知(zhi)如下:

    一、嚴格管控新建(jian)超高層建(jian)筑

(一(yi)(yi))從嚴(yan)(yan)控制建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)高(gao)度(du)。各地(di)(di)要嚴(yan)(yan)格控制新(xin)(xin)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)超高(gao)層(ceng)(ceng)(ceng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)。一(yi)(yi)般不(bu)得(de)新(xin)(xin)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)超高(gao)層(ceng)(ceng)(ceng)住(zhu)(zhu)宅。城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)區常(chang)(chang)(chang)住(zhu)(zhu)人(ren)(ren)口(kou)(kou)300萬(wan)人(ren)(ren)口(kou)(kou)以(yi)下城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)嚴(yan)(yan)格限制新(xin)(xin)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)150米(mi)以(yi)上(shang)(shang)(shang)超高(gao)層(ceng)(ceng)(ceng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu),不(bu)得(de)新(xin)(xin)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)250米(mi)以(yi)上(shang)(shang)(shang)超高(gao)層(ceng)(ceng)(ceng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)。城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)區常(chang)(chang)(chang)住(zhu)(zhu)人(ren)(ren)口(kou)(kou)300萬(wan)以(yi)上(shang)(shang)(shang)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)嚴(yan)(yan)格限制新(xin)(xin)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)250米(mi)以(yi)上(shang)(shang)(shang)超高(gao)層(ceng)(ceng)(ceng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu),不(bu)得(de)新(xin)(xin)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)500米(mi)以(yi)上(shang)(shang)(shang)超高(gao)層(ceng)(ceng)(ceng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)。各地(di)(di)相關部(bu)門審(shen)批80米(mi)以(yi)上(shang)(shang)(shang)住(zhu)(zhu)宅建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)、100米(mi)以(yi)上(shang)(shang)(shang)公共(gong)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)項目時(shi),應送當地(di)(di)消(xiao)防救援(yuan)機構征求意見,以(yi)確(que)保當地(di)(di)消(xiao)防救援(yuan)能(neng)力相匹配。城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)區常(chang)(chang)(chang)住(zhu)(zhu)人(ren)(ren)口(kou)(kou)300萬(wan)以(yi)下城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)確(que)需新(xin)(xin)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)150米(mi)以(yi)上(shang)(shang)(shang)超高(gao)層(ceng)(ceng)(ceng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)的,應報(bao)省級住(zhu)(zhu)房(fang)和(he)(he)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)鄉(xiang)(xiang)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)部(bu)門審(shen)查,并報(bao)住(zhu)(zhu)房(fang)和(he)(he)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)鄉(xiang)(xiang)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)部(bu)備(bei)案(an)(an)。城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)區常(chang)(chang)(chang)住(zhu)(zhu)人(ren)(ren)口(kou)(kou)300萬(wan)以(yi)上(shang)(shang)(shang)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)市(shi)確(que)需新(xin)(xin)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)250米(mi)以(yi)上(shang)(shang)(shang)超高(gao)層(ceng)(ceng)(ceng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)的,省級住(zhu)(zhu)房(fang)和(he)(he)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)鄉(xiang)(xiang)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)主管部(bu)門應結合抗震、消(xiao)防等專題嚴(yan)(yan)格論證審(shen)查,并報(bao)住(zhu)(zhu)房(fang)和(he)(he)城(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)鄉(xiang)(xiang)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)部(bu)備(bei)案(an)(an)復核。

(二)合(he)理確(que)定建(jian)(jian)(jian)(jian)筑(zhu)布(bu)局(ju)。各地要結(jie)合(he)城(cheng)市空間格局(ju)、功能(neng)布(bu)局(ju),統籌謀劃高(gao)層(ceng)(ceng)(ceng)(ceng)和(he)超(chao)高(gao)層(ceng)(ceng)(ceng)(ceng)建(jian)(jian)(jian)(jian)筑(zhu)建(jian)(jian)(jian)(jian)設,相對集中布(bu)局(ju)。嚴格控制生態敏(min)感(gan)、自然景觀(guan)等重點(dian)地段的高(gao)層(ceng)(ceng)(ceng)(ceng)建(jian)(jian)(jian)(jian)筑(zhu)建(jian)(jian)(jian)(jian)設,不在(zai)山邊水邊建(jian)(jian)(jian)(jian)設超(chao)高(gao)層(ceng)(ceng)(ceng)(ceng)建(jian)(jian)(jian)(jian)筑(zhu),不在(zai)城(cheng)市通風廊道上新建(jian)(jian)(jian)(jian)超(chao)高(gao)層(ceng)(ceng)(ceng)(ceng)建(jian)(jian)(jian)(jian)筑(zhu)群。不在(zai)對歷史文(wen)(wen)化(hua)街區、歷史地段、世界文(wen)(wen)化(hua)遺產(chan)及重要文(wen)(wen)物(wu)保護單(dan)位(wei)有影(ying)響的地方(fang)新建(jian)(jian)(jian)(jian)高(gao)層(ceng)(ceng)(ceng)(ceng)建(jian)(jian)(jian)(jian)筑(zhu),不在(zai)老城(cheng)舊城(cheng)的開發強度較高(gao)、人(ren)口密集、交通擁堵地段,新建(jian)(jian)(jian)(jian)超(chao)高(gao)層(ceng)(ceng)(ceng)(ceng)建(jian)(jian)(jian)(jian)筑(zhu)。

(三)深化細化評(ping)(ping)估論(lun)證。各地(di)要(yao)充分評(ping)(ping)估論(lun)證超(chao)(chao)(chao)高層(ceng)建(jian)(jian)筑建(jian)(jian)設(she)的風險問題和負面影響。特別是超(chao)(chao)(chao)高層(ceng)建(jian)(jian)筑集中的地(di)區,要(yao)加(jia)強(qiang)超(chao)(chao)(chao)高層(ceng)建(jian)(jian)筑建(jian)(jian)設(she)項(xiang)(xiang)目的交通影響評(ping)(ping)價(jia),避免(mian)加(jia)劇(ju)交通擁堵。加(jia)強(qiang)超(chao)(chao)(chao)高層(ceng)建(jian)(jian)筑建(jian)(jian)設(she)項(xiang)(xiang)目的環境影響評(ping)(ping)價(jia),防止加(jia)劇(ju)城市(shi)熱島效應,避免(mian)形成光污染、高樓峽(xia)谷風。強(qiang)化超(chao)(chao)(chao)高層(ceng)建(jian)(jian)筑人員疏散和應急處(chu)置(zhi)預案評(ping)(ping)估,超(chao)(chao)(chao)高層(ceng)建(jian)(jian)筑防災避難(nan)場地(di)應集中就(jiu)近布置(zhi),人均面積不(bu)低(di)于(yu)1.5平(ping)方米。加(jia)強(qiang)超(chao)(chao)(chao)高層(ceng)建(jian)(jian)筑節能管理,標準層(ceng)平(ping)面利用率不(bu)得低(di)于(yu)80%,綠色建(jian)(jian)筑水(shui)平(ping)不(bu)得低(di)于(yu)3星級標準。

(四)強(qiang)化公共投資管理(li)。各地應嚴(yan)格(ge)(ge)落實政(zheng)府投資有(you)關規(gui)定,一般(ban)不(bu)得(de)批準使用公共資金投資建(jian)(jian)設(she)超高(gao)層建(jian)(jian)筑,嚴(yan)格(ge)(ge)控制城(cheng)區常住(zhu)人(ren)口300萬以(yi)下(xia)城(cheng)市(shi)國有(you)企事業(ye)(ye)單位投資建(jian)(jian)設(she)150米以(yi)上(shang)(shang)超高(gao)層建(jian)(jian)筑,嚴(yan)格(ge)(ge)控制城(cheng)區常住(zhu)人(ren)口300萬以(yi)上(shang)(shang)城(cheng)市(shi)國有(you)企事業(ye)(ye)單位投資建(jian)(jian)設(she)250米以(yi)上(shang)(shang)超高(gao)層建(jian)(jian)筑。

    (五)壓緊夯實(shi)決策(ce)責(ze)(ze)任(ren)。實(shi)行(xing)超(chao)(chao)高(gao)層(ceng)(ceng)建(jian)(jian)筑決策(ce)責(ze)(ze)任(ren)終身(shen)制。城區(qu)常住人口300萬(wan)以下城市新建(jian)(jian)150米以上(shang)超(chao)(chao)高(gao)層(ceng)(ceng)建(jian)(jian)筑,城區(qu)常住人口300萬(wan)以上(shang)城市新建(jian)(jian)250米以上(shang)超(chao)(chao)高(gao)層(ceng)(ceng)建(jian)(jian)筑,應按照(zhao)《重(zhong)大(da)行(xing)政決策(ce)程序暫(zan)行(xing)條例》(國務院令第713號(hao)),作為重(zhong)大(da)公共建(jian)(jian)設項(xiang)目(mu)報城市黨委政府審(shen)定,實(shi)行(xing)責(ze)(ze)任(ren)終身(shen)追(zhui)究。

   ; 二(er)、強(qiang)化既有超高(gao)層建筑安全管理

(六)全(quan)面(mian)排(pai)查(cha)安(an)全(quan)隱患(huan)。各地要(yao)結合安(an)全(quan)生(sheng)產專項整治三年行動,加強對(dui)超高層(ceng)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)隱患(huan)排(pai)查(cha)的(de)指導(dao)監督(du),摸清超高層(ceng)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)位(wei)置、高度、功能、規模、結構、建(jian)(jian)(jian)設年代等基本(ben)情(qing)況,建(jian)(jian)(jian)立信息(xi)系統。組織指導(dao)超高層(ceng)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)業主(zhu)或(huo)其委托的(de)管理單位(wei)全(quan)面(mian)排(pai)查(cha)超高層(ceng)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)地基、結構、供(gong)(gong)電、供(gong)(gong)水、供(gong)(gong)氣、材(cai)料、電梯、抗(kang)震、消防等方面(mian)安(an)全(quan)隱患(huan),分析易燃可(ke)燃建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)外(wai)墻(qiang)外(wai)保(bao)溫材(cai)料、外(wai)墻(qiang)脫落、傳(chuan)染病(bing)防疫(yi)、消防救援(yuan)等方面(mian)安(an)全(quan)風險(xian),并建(jian)(jian)(jian)立臺賬。

(七)系統推(tui)進隱(yin)(yin)患(huan)整治。各地要加強對(dui)超高層(ceng)建(jian)筑隱(yin)(yin)患(huan)整治的(de)(de)監管(guan)(guan),對(dui)重(zhong)大安全隱(yin)(yin)患(huan)實行(xing)掛牌督辦。超高層(ceng)建(jian)筑業(ye)主或(huo)其委托的(de)(de)管(guan)(guan)理(li)單位(wei)要制定(ding)隱(yin)(yin)患(huan)整治路線圖、時間表,落實責任(ren)單位(wei)和(he)責任(ren)人。重(zhong)大安全隱(yin)(yin)患(huan)整治到(dao)位(wei)前,超高層(ceng)建(jian)筑不得繼續使用(yong)。超高層(ceng)建(jian)筑業(ye)主或(huo)其委托的(de)(de)管(guan)(guan)理(li)單位(wei)應組(zu)(zu)建(jian)消防安全專(zhuan)業(ye)管(guan)(guan)理(li)團隊,鼓(gu)勵(li)聘用(yong)專(zhuan)業(ye)技術人員擔任(ren)消防安全管(guan)(guan)理(li)人,補齊應急(ji)救災設(she)施設(she)備,制定(ding)人員疏散(san)和(he)應急(ji)處置預案、分類分級風險防控方案,組(zu)(zu)織開展預案演(yan)練(lian),提(ti)高預防和(he)自救能力。

(八)提升安全保障能(neng)力(li)(li)。各(ge)地(di)要(yao)加強(qiang)與(yu)(yu)超(chao)(chao)高(gao)層(ceng)(ceng)建(jian)(jian)(jian)筑消(xiao)防(fang)(fang)救(jiu)援(yuan)(yuan)需求相匹(pi)配的消(xiao)防(fang)(fang)救(jiu)援(yuan)(yuan)能(neng)力(li)(li)建(jian)(jian)(jian)設,屬地(di)消(xiao)防(fang)(fang)救(jiu)援(yuan)(yuan)機構要(yao)加強(qiang)對超(chao)(chao)高(gao)層(ceng)(ceng)建(jian)(jian)(jian)筑的調研(yan)熟悉,定期組(zu)織實戰(zhan)演練。指(zhi)導超(chao)(chao)高(gao)層(ceng)(ceng)建(jian)(jian)(jian)筑業(ye)主或其委托的管理單(dan)位逐(zhu)棟按標準要(yao)求補(bu)建(jian)(jian)(jian)微型(xing)消(xiao)防(fang)(fang)站,或組(zu)織物業(ye)服務人員、保安人員、使用(yong)單(dan)位人員、志愿者等力(li)(li)量,建(jian)(jian)(jian)立專職消(xiao)防(fang)(fang)隊。超(chao)(chao)高(gao)層(ceng)(ceng)建(jian)(jian)(jian)筑業(ye)主或其委托的管理單(dan)位應完善(shan)供(gong)電供(gong)水(shui)、電梯運(yun)維(wei)(wei)、消(xiao)防(fang)(fang)維(wei)(wei)保等人員的協同(tong)工作機制,組(zu)建(jian)(jian)(jian)技術處置隊,強(qiang)化(hua)與(yu)(yu)轄(xia)區消(xiao)防(fang)(fang)救(jiu)援(yuan)(yuan)站的聯勤(qin)聯訓(xun)聯動,提高(gao)協同(tong)處置效能(neng)。

(九)完善運(yun)(yun)行管(guan)理(li)機制(zhi)(zhi)。各地要(yao)建(jian)立健全超(chao)高(gao)層(ceng)(ceng)建(jian)筑(zhu)運(yun)(yun)行維(wei)護(hu)管(guan)理(li)機制(zhi)(zhi),切實提高(gao)監(jian)管(guan)能力。開(kai)展超(chao)高(gao)層(ceng)(ceng)建(jian)筑(zhu)運(yun)(yun)行維(wei)護(hu)能耗監(jian)測,定期(qi)組織能耗監(jian)測分析,結果及時公開(kai)。指導超(chao)高(gao)層(ceng)(ceng)建(jian)筑(zhu)業(ye)主(zhu)或其委(wei)托的(de)管(guan)理(li)單位建(jian)立超(chao)高(gao)層(ceng)(ceng)建(jian)筑(zhu)運(yun)(yun)行維(wei)護(hu)平臺(tai),接入物(wu)聯網城市消防遠程監(jian)控系統,并與(yu)城市運(yun)(yun)行管(guan)理(li)服務平臺(tai)連通。具備條(tiao)件(jian)的(de),超(chao)高(gao)層(ceng)(ceng)建(jian)筑(zhu)業(ye)主(zhu)或其委(wei)托的(de)管(guan)理(li)單位應充分利用超(chao)高(gao)層(ceng)(ceng)建(jian)筑(zhu)BIM模型(xing),完善運(yun)(yun)行維(wei)護(hu)平臺(tai),與(yu)城市CIM基(ji)礎平臺(tai)加強對接。超(chao)高(gao)層(ceng)(ceng)建(jian)筑(zhu)業(ye)主(zhu)或其委(wei)托的(de)管(guan)理(li)單位應結合超(chao)高(gao)層(ceng)(ceng)建(jian)筑(zhu)設(she)計使用年限,制(zhi)(zhi)定超(chao)高(gao)層(ceng)(ceng)建(jian)筑(zhu)運(yun)(yun)行維(wei)護(hu)檢查方案,委(wei)托專業(ye)機構(gou)定期(qi)檢測評估(gu)超(chao)高(gao)層(ceng)(ceng)建(jian)筑(zhu)設(she)施設(she)備狀(zhuang)況,對發現的(de)問題及時修繕維(wei)護(hu)。

各地要抓緊(jin)完善超高層建(jian)筑規劃建(jian)設(she)管(guan)理(li)的(de)協作(zuo)機制,嚴(yan)格落(luo)實(shi)(shi)相關標準和管(guan)控要求(qiu),探索實(shi)(shi)施超高層建(jian)筑安全險。建(jian)立(li)專家庫,定期對既有(you)超高層建(jian)筑使(shi)用和管(guan)理(li)情況開展專項排查,將(jiang)有(you)關情況及(ji)時(shi)報告住房和城(cheng)鄉建(jian)設(she)部(bu)(bu)。住房和城(cheng)鄉建(jian)設(she)部(bu)(bu)將(jiang)定期調(diao)研評(ping)估工(gong)作(zuo)落(luo)實(shi)(shi)情況。
